Dapat na samantalahin ng Department of Budget and Management (DBM) at ang Department of Finance (DOF) na hangga’t hindi pa tuluyang naipapasa ang 2022 national budget ay hanapan ng pondo ang calamity fund.
Ayon kay Bagong Henerasyon party list Rep. Bernadette Herrera-Dy, maliban sa paghahanap ng calamity funds, dapat ding isailalim sa pag-a-update ang National Building Code at pagdaragdag ng calamity loan minimums.
“The Department of Budget and Management and the Department of Finance have to find the sources to replenish the calamity funds between now and until the 2022 national budget allocations are downloaded to the agencies and LGUs,” sabi nito.
Giit ng mambabatas, dapat gamitin ng unspent funds at savings ng ilang ahensya ng pamahalaan upang magamit ng DBM at DOF sa disaster response.
Sinabi pa ni Herrera na ang pananalasa ng bagyong Odette ay paalala na dapat magtatag ng Department of Disaster Resilience (DDR) at pag-update sa National Building Code.
“Every day we delay on these necessary legislative actions means billions of property damage, lives lost and resulting in inflation and shortages in basic commodities. The DDR and NBC deserve urgent legislative action. Disaster adaptation and mitigation are the only viable solutions to the predicament of our country as being disaster-prone,” paliwanag pa ni Herrera-Dy.
