Isinulong sa Mababang Kapulungan ng Kongreso ang panukalang pabahain ang termino ng Pangulo gayundin ng mga kongresista, governors, mayors, at iba pang provincial, city ay town officials.
Sa inihaing Resolution of Both Houses (RBH) No. 7, ni Pampanga Rep. Aurelio Gonzales Jr. naglalayon na mabigyan ang presidente at bise presidente ng termino na 10-taon, na may kasamang isang reelection mula sa kasalukuyang anim na taon at walang reelection.
Sinabi ni Gonzales na masyadong maikli ang six-year tenure para sa isang Pangulo, lalo na kung nahaharap ito sa isang krisis tulad ng COVID-19 pandemic.
Samantala, sa ilalim ng resolusyon ay iminungkahi rin ni Gonzales ang pagbabawal sa Pangulo na tumakbo para sa kahit anong elective post oras na matapos ang termino nito.
Ipinanukala rin nito na ang pagboto sa isang pangulo at katumbas din ng boto para sa running mate nito sa vice presidential race.
Nakasaad sa resolusyon na dapat na mag-convene ang Senado at Kamara bilang constituent assembly uong ikonsidera panukalang constitutional amendments.
“A six-year tenure is too short for a good President, especially if he is confronted with a crippling crisis like the Covid-19 pandemic, which continues to wreak havoc on our health and economy and whose end is not yet in sight. It may take more than one presidency before the nation can fully recover from this catastrophe,” sabi pa ni Gonzales .
“On the other hand, if we do not like the way the President is governing, we can vote him out of office a year earlier if his term of office is five years,” dagdag nito.
Nakasaad din sa RBH No. 7, na ang bise president ay magkakaroon ng limang taong termino na may isang reelection.
“This would strengthen the political party system and ensure that the top two officials of the land are one in leading the nation,” ani Gonzales.
Samantala, ang mga kongresista ay magsisilbi rin ng limang taon at limitado lang sa isang reelection sa halip na tatlong taon at dalawang reelections sa kasalukuyan.
“A three-year tenure is too short for a representative. On his first year, he tends to be on a learning curve in terms of legislative and constituency duties, with much of his work happening on his second year. A large part of his third year is spent on reelection-related activities,” paliwanag nito.
Ganito rin aniya ang sitwasyon sa mga gobernador at mga alkalde.
Samantala nakasaad din sa RBH No. 7, na hindi kasama dito ang mga senador at barangay officials na magpapatuloy sa posisyon sa anim at limang taon, ayon sa pagkasunud-sunod.
“These have been with us for 34 long years. It may now be time to modify them to strengthen our political system and hasten national and local development,” aniya pa.
