Nanawagan si dating House Speaker Alan Peter Cayetano kay Pangulong Rodrigo Duterte na ibasura o i-veto ang Vaporized Nicotine Products Regulation Act na mas kilalang Vape Bill na walang maidudulot na mabuti sa publiko.
Ayon kay Cayetano, una nang niratipikahan na ng Senado at ng Mababang Kapulungan ng Kongreso ang bicameral conference committee sa kabila ng hindi pagkakasundo ang bersyon ng Senate Bill No. 2239 at House Bill No. 9007.
Giit ng kongresista, “dangerous piece of legislation” ang nasabing panukala na magdudulot lang ng malaking suliranin sa kalusugan hanggang sa kamatayan.
Kinondena rin ni Cayetano ang probisyon sa panukala na inililipat ang regulasyon ng vaporized nicotine products mula sa Food and Drugs Administration (FDA) patungo sa Department of Trade and Industry (DTI).
Babala pa ni Cayetano na kung ang regulatory functions ay ibibigay sa DTI ay magiging isang katawa-tawa sa ibang bansa dahil ang kanilang regulasyon para dito ay sa kani-kanilang food and drugs administrations.
“This practically turns the issue of nicotine abuse from a public health concern to a money-making endeavor for the government. Simply put, the DTI does not have the same expertise and experience to regulate these products as the FDA,” sabi ni Cayetano.
Nababahala rin ang kongresista na sa bicam version ay pinababa ang minimum age requirement ng vape users mula 21-anyos ay magiging 18-anyos kung kaya’t maging ang mga senior high school students ay maaari nang makabili ng nasabing produkto.
Paliwanag pa ni Cayetano na mas seryosong scientific evidence laban sa vaping na ang vape devices ay magdadala ng mas mataas na nicotine kung ikukumpara sa sigarilyo.
Sinabi pa nito na unang nang tinutulan ng mahigit sa 50 medical societies kabilang ang Philippine College of Physicians at ang Philippine Medical Association at nanawagan kay Pangulong Duterte nai-veto ang kontrobersyal na panukala.
“We all know that nicotine is an addictive substance. And yet, with this law, we are allowing vaping devices to deliver much higher concentrations of nicotine than even cigarettes and other tobacco products can provide,” ani Cayetano.
“This will undoubtedly make it harder for the country’s estimated 17 million smokers to quit and may in fact encourage a deeper dependence on nicotine among our kababayans. If we want to safeguard the health of the public over the profit of a few business owners, then this is not the way to go,” dagdag pa nito.
Sa halip aniyang igugol ng mga mambabatas ang oras sa napakadelikadong panukala, dapat ay mas bigyan pansin ng mga ito kung papaano bibigyan ng kabuhayan ang mga Filipino.
“I have always maintained that the Government must be here to do good and prevent evil. Instead of focusing on legislation that actively endangers the youth, my fellow lawmakers should instead be focusing on improving the lives and livelihoods of our kababayans. Clearly, the Vape Bill does not represent this objective,” giit nito.
“Again, I earnestly call on our President to continue to live up to his mission to protect the Filipino youth from anything that destroys their future,” sabi pa ng kongresista.
