Nanindigan si Senador Francis “Tol” Tolentino na dapat na kinonsulta muna ng Philippine Amusement and Gaming Corporation (Pagcor) ang Kongreso at Department of Justice (DOJ) bago binigyan ng prangkisa ang e-sabong operations sa bansa.
Sa pagpapatuloy na pagdinig ng Senate Committee on Public Order and Dangerous Drugs, hinggil sa mga ulat na pagdukot at nawawalang 31 sabungero sa iba’t ibang bahagi ng bansa.
Ipinagtataka ni Tolentino kung bakit sa kabila ng pagiging dating mambabatas ni Pagcor Chairperson Andrea Domingo, hindi nito kinonsulta ang Kongreso o Senado sa pagbibigay ng lisensya sa e-sabong.
“You saw an opening to license e-sabong. You asked the Office of the Solicitor General. You asked the Department of Justice. Eventually you asked the Office of the Executive Secretary. Being a former lawmaker yourself, why didn’t you ask the Congress or Senate to amend the Republic Act 9487 (Pagcor Charter) that would include e-sabong?” tanong ni Tolentino.
Tugon naman ni Domingo, ipinaliwanag nito na ang inisyatiba na i-regulate ang e-sabong ay hindi nanggaling sa Pagcor kung hindi kay Pangulong Rodrigo Duterte.
“When the Department of Justice (DOJ) issued its legal opinion, the Executive Secretary issued a memorandum recognizing our authority to regulate e-sabong and we proceeded in the crafting of operations manual before we started accepting applications,” sabi ni Domingo.
Sinabi naman ni Senate President Vicente Sotto III na ang panawagan ng Senado ay suspendehin pansamantala ang operasyon ng e-sabong at hindi i-recall ito.
“The sense of the Senate is to strongly urge the Pagcor to suspend, not to recall or rescind (the e-sabong operations). The position of the Senate is strongly urging you to join the investigation. Suspend first, cease orders, that’s what we said. What you said is that you don’t want to,” sabi ni Sotto.
Giit nito, ang usapin ng mga nawawalang mga sabungero ay noon pang nakaraang taon na may kinalaman sa sabong at e-sabong ngunit walang ginawang aksyon ang mga kinauukulang para masolusyunan ito.
