Nabigong makalusot sa makapangyarihang Commission on Appointments (CA) ng Senado ang tatlong matataas na opisyales ng Commission on Elections (Comelec) at ng Commission on Audit (COA) at Civil Service Commission (CSC) na pawang mga appointed ni Pangulong Rodrigo Duterte.
Hindi natuloy o walang nangyaring pagdinig ng Senate Committee on Constitutional Commission and Offices matapos na walang maitalang quorum at hindi nakumpleto ang 24-member ng nasabing komite.
Kasabay ng pagbuhos ng ulan, ikinalungkot ni Comelec Chairman Saidamen Pangarungan, Commissioners George Garcia at Aimee Torrefranca-Neri ang hindi paglusot ng mga ito sa CA Committee on Constitutional Commissions and Offices sa huling araw ng sesyon 18th Congress.
Maliban sa mga Comelec officials, kasama rin sa na-by pass sina COA chairman Rizalina Noval Justol at CSC Sec. Karlo Alexei Nograles.
Bunsod ng pagkaka-bypass, ang ad interim appointments ng mga nasabing mga opisyales ay magsisilbi na lamang ng hanggang Hunyo 30.
Maaari namang makabalik muli ang nasabing mga opisyal kung ia-appoint ng susunod na administrasyon.
Nabatid na limang senador lamang ang personal na dumalo ang pagdinig ng CA habang tatlo naman ang present online kung saan wala nang miyembro ng komite mula sa Mababang Kapulungan ng Kongreso ang hindi dumalo kaya’t hindi naabot ang quorum.
Dismayado naman ni Senador Christopher “Bong” Go sa hindi natuloy na pagdinig ng CA.
“If the Commission on Appointments session pushed through today to tackle the ad interim appointments of officers of various constitutional bodies and of the AFP, I would have voted for their confirmation,” aniya.
“The independence of these constitutional commissions is one of the major pillars of our robust democracy. It is necessary that we safeguard such independence at all times. Meanwhile, for years, those military officers gave and continue to give their utmost in serving our people and protecting the security of our country. It behooves us to give them what they deserve and are due them,” dagdag nito.
Una nang sinabi ni Senate Majority Leader Juan Miguel Zubiri na dapat na ibigay kay President-elect Ferdinand “Bongbong” Marcos Jr. ang pipili ng magiging miyembro ng Constitutional Commission and Offices. Tinukoy pa ni Zubiri noong Pebrero 2016 CA plenary session nang iginiit ni dating Senador Juan Ponce Enrile ang Section 20 ng CA rules at ipinaliwanag na ang appointment ng outgoing President ay magkakait sa susunod na Pangulo na makapamili ng taong magrerepresenta dito.
