Inihain sa Kamara ang panukalang batas na naglalayong atasan ang lahat ng ahensya ng pamahalaan na gumamit ng digital o internet platforms upang maging maayos at transparent ang mga serbisyo ng mga ito.
Ang House Bill No. 3 na inihain ni Leyte Rep. Martin G. Romualdez, Ilocos Norte Rep. Ferdinand Alexander Marcos at Tingog party list Reps. Yedda Marie Romualdez at Jude Acidre, na may akda ng E-Governance Act of 2022.
“The shift to digital platforms has been long time coming. The COVID-19 pandemic only expedited the need for its execution. The policies in the ‘new normal’ must be responsive to the needs of the populace and allow them to truly feel a sense of normalcy, rather than burden them with inevitable but avoidable restrictions,” nakapaloob sa nasabing panukala.
Sinasabing sa pamamagitan ng pagpapatupad ng digitalization of services, mas magiging epektibong solusyon para maisaayos ang government services.
“It is high time to enact a law that would require all government agencies to transition to digital platforms,” ayon pa sa panukala.
Nakapaloob sa E-Governance Act, na magtayo ng integrated, interconnected, at interoperable information, resource sharing and communications network, kasama na ang internal records, management information system, information database, at digital portals sa mga national at local government para sa pagbibigay ng public services.
“The proposal will promote the use of the internet, intranet, and emerging technologies within and across government agencies and be able to provide citizen-centric government information and services. It likewise pushes for the digitization of paper-based and other traditional modes of workflows for a more efficient and transparent public service,” ayon pa sa panukala.
Ang Department of Information and Communications Technology (DICT) ay magiging pangunahing mag-iimplementa ng E-Governance Act sa pamamagitan ng project management office (PMO) sa loob ng 1-taon matapos na maging epektibo ang nasabing panukalang batas.
