Sasaklolohan ni Leyte Rep. Richard Gomez ang entertainment industry na pinagmulan nito upang sagipin ang film reservoir ng bansa.
Isa sa panukala nito ang House Bill No. 936 na naglalayong ipreserba ang film heritage at isulong ang cinematographic arts at gusali bilang pagsunod sa probisyon sa Konstitusyon na nag-aatas sa pamahalaan na protektahan at sagipin ang film reservoir ng bansa.
Sinabi ni Gomez na maliban sa film archive na nasasaad sa ilalim ng Republic Act No. 9167, o ang batas na bumuo sa Film Development Council of the Philippines, walang nagawa sa pagprotekta at pag-iingat sa film reservoir.
Maliwanag aniya ito dahil sa kakulangan ng pondo at kawalan ng technical expertise at storage infrastructural facilities.
Sinabi pa ng actor-turned-lawmaker na nalulungkot ito na libu-libong pelikulang Filipino ang naglaho dahil sa kawalan ng systematic identification, preservation, at restoration efforts.
“This bill is premised on that hope or chance, no matter how slim and diminishing, that some copies of ‘lost’ Filipino classics may still be traced, acquired, and preserved for the benefit of our present and future generations,” sabi ni Gomez.
“The film industry is much more than a commercial enterprise designed for public entertainment. Cinematic films mirror the human and social conditions, dramatizes the people’s struggles towards total liberation and enhances our understanding and appreciation of our social values and national identity,” dagdag nito.
Samantala, sa ikalawang panukala na House Bill No. 1428, layon nito na magbigay ng kinakailangang tulong para sa mga Filipino artists na maging mahusay sa kanilang napiling larangan sa pamamagitan ng pagbibigay ng cash incentives at non-monetary benefits sa mga aktor at aktres na magbibigay ng parangal sa bansa sakaling manalo sa international competitions.
“This proposed legislation would be a step closer in the right direction in making the arts a respectable and decent source of livelihood for our artists,” ani Gomez.
Kumpiyansa ang mambabatas na sa pamamagitan ng mga nasabing panukalang batas ay maitutuwid ang dekada nang pagpapabaya at diskriminasyon at kung minsan ay dinaranas ng mga artista.
