Habang abala ang Senado at Kamara sa usapin ng pagbabalik ng mandatory Reserve Officer Training Corps. (ROTC) sa mga senior high school ay isinulong naman ng isang kongresista ang Scouting sa elementary at junior high school.
Sa House Bill No. 3053 na inihain ni Agusan del Norte Rep. Dale B. Corvera na may pamagat na An Act Mandating the Inclusion of The Scouting Program In The Elementary And Junior High School Curriculum Under The K-12 Program In All Public And Private Schools In The Philippines, Appropriating Funds Therefor And For Other Purposes, layon nito na isama ang Scouting sa curriculum sa elementary at junior high schools sa buong bansa hindi lang sa pampublikong paaralan kung hindi maging sa mga pribadong eskuwelahan
“While Scouting in the Philippines is school based, and DepEd supports its revitalization, and even encourages its officials and schoolchildren to participate in Scouting activities, it is not mandatory for all students to take up Scouting thus some schools have not offered Scouting at all, thereby denying the schoolchildren the benefits of Scouting,” sabi ni Corvera.
Mungkahi din ng panukala sa sandaling maging batas, gagawing regular na asignatura ang Scouting at na mandato ng Boy Scouts of the Philippines (BSP) at ng Girl Scouts of the Philippines (GSP) para itanim ang pagiging makabayan at nasyonalismo ng mga kabataan habang nagsasanay upang maging responsableng pinuno sa hinaharap.
Ang Scouting program sa pamamagitan ng BSP at GSP ang pinakamalaking organisasyon ng mga kabataan sa bansa, ay nakikita ng mambabatas na epektibong programa sa pamumuno at value formation ng bawat bata.
Nakasaad din sa panukala ang exemption sa ROTC at iba pang kahalintulad na programa na mabubuo at ipatutupad sa hinaharap ng mga Scouts na aabot sa Eagle Scout Rank, ang pinakamataas na ranggo sa Scouting.
“Leading our young people to become Scouts is also leading their way to become responsible citizens of the future,” ani Corvera na isang decorated Scout leader at kasalukuyang National President ng Boy Scouts of the Philippines at chairman ng Asia Pacific Regional Scout Committee of the World Organization of the Scout Movement.
