Tiwala ang liderato ng Kamara de Representantes sa itinakda nilang timeline para sa kanilang sarili sa pag-apruba sa pambansang badyet para sa 2023.
Umaasa si House Majority Leader Manuel Jose “Mannix” Dalipe, Marikina City 2nd District Rep. Stella Luz Quimbo, at Pwersa ng Bayaning Atleta party list Rep. Margarita Ignacia “Migs” Nograles na ang pambansang badyet o ang General Appropriations Bill (GAB) ay magkakaroon ng maayos na makakarating sa Kongreso.
Sinasabing ang National Expenditure Program (NEP) ay isusumite sa Kamara sa Lunes, Agosto 22 at sa Setyembre 30, sisimulan ng Kamara ang unang recess nito sa 19th Congress at hindi magpupulong hanggang mahigit isang buwan o sa Nobyembre 6.
Nang tanungin tungkol sa iskedyul ng kanilang badyet, sinabi ni Dalipe, sa Ugnayan sa Batasan Majority News Forum, na tiwala itong maisasaayos ang oras para sa paghimay sa pondo.
“Kaya, we were able to do it. Kailangan lang i-manage ‘yung time, ‘yung scheduling plus ‘yung deliberations,” sabi nito.
“Last Congress nagawa natin ‘yun, we were able to beat the September 30 deadline, giving all members of the House of Representatives time to deliberate, interpellate intelligently with all the departments. Dito nagsimula ‘yung proseso, at gusto naming mabigyan lahat ng mga miyembro ng Kamara ng panahon na ma-scrutinize ‘yung budget. And we were able to do that,” paliwanag ni Dalipe.
Nagbigay naman si Quimbo, senior vice chairman ng House Committee on Appropriations, ng ideya kung paano tatalakayin ng Kamara ang NEP.
“August 22 is when we expect the NEP to be submitted to us by the executive and basically…this is merely a ceremonial turnover. After that, we will now have the budget briefings. So ito na ‘yung sequential budget briefings with every agency and this will start on August 26 with a briefing by the DBCC (Development and Budget Coordination Committee),” sabi nito.
Ayon pa dito, plano ng komite na tapusin ang bawat pagdinig ng bawat ahensya sa Setyembre 16. Ibig sabihin, may dalawang linggo ang plenaryo ng Kamara para maaprubahan ang GAB sa ikatlo at huling pagbasa bago ang nakatakdang recess.
Tiwala si Quimbo sa kapabilidad ni Dalipe na itulak ang pagpasa sa GAB s takdang oras.
“As you may know, si Majority Floor Leader Dalipe was a former vice chair of the appropriation committee at ako ay buhay na saksi sa hard work at dedication ni Majo Dalipe sa lahat ng budget deliberations,” ani Quimbo.
Sa panig naman ni Nograles, sinabi nitong magpupulong ang appropriations panel ngayong linggo para paghandaan ang pagsusumite ng NEP.
“We already have a meeting this week for the Committee on Appropriations to be able to really buckle down and talk about the budget that we will be handling. We aim to finish that before [the start of the recess] on September 30,” ayon pa kay Nograles.
