Pormal nang tinanggap ni House Speaker Martin Romualdez ang national expenditure program para sa 2023 mula kay Department of Budget and Management (DBM) Sec. Amenah Pangandaman.
“We just have received the national expenditure program for fiscal year 2023. We are very, very happy that we have received it within the reglementary period within we can now act with dispatch on the part of the House,” sabi ni Romualdez.
“We mentioned that the House of the People will effectively respond to the needs of the people, especially in addressing the continued impact of health crisis, create more jobs and ensure food security. As such, every centavo of the national budget will be spent wisely to implement programs that would save lives, protect communities and make our economy strong and more agile,” dagdag pa nito.
Ayon pa kay Romualdez, target nitong bago sumapit ang Oktubre 1 ay natapos na ang committee hearing at plenary debate sa NEP bago ang Nobyembre 6 kung saan ang unang recess ng Kamara at Senado.
“We will perform our constitutional mandate to scrutinize and act deliberately and judiciously and very, very cautiously in the deliberations of the national budget for this is the most important piece of legislation that we shall face this year. The budget [process] of 2023 will be transparent. This will be a product of the entire House of Representatives where the majority will listen to the minority bloc’s concerns and of course, we as the representatives of the people will also be attuned to their needs and this budget is basically represents the hope of the future and the agenda for prosperity in the country this incoming 2023,” sabi pa ng House Speaker.
Pinakamalaking pondo ang inilaan sa Department of Education (DepEd) na nasa P852.8B na sinundan ng Department of Public Works and Highways (DPWH) na nasa P718.4B; ang Department of Health (DOH) na P296.3 B; ang Department of Social Welfare and Development (DSWD) na mayroong P197.0B at ang Department of Agriculture (DA) na nasa P184.1B.
Samantala, iginiit ng isang lider ng minorya sa Kamara na dadaan sa butas ng karayom sa paghimay sa nilalaman ng 2023 national budget sa Mababang Kapulungan ng Kongreso.
Ito ang sinabi ni House Deputy Minority Leader at Bagong Henerasyon party list Rep. Bernadette Herrera kung saan sinisiguro nito sa publiko na ang mga miyembro ng minorya sa Kamara ay magbabantay sa pagtalakay sa P5.268 trillion National Expenditure Program (NEP).
“Basta po sa amin sa minority ina-assure po natin ang ating mga kababayan na dadaan sa butas ng karayom ito pong budget na ito. Bubusisiin po namin,” sabi nito.
Apela pa ni Herrera sa mayorya sa Kamara na payagan ang lahat ng miyembro ng minorya na usisain ang mga pinuno ng bawat ahensya ng pamahalaan para malaman kung saan gagamitin ang kanilang mga pondo.
Nabatid na target ng Kamara na matapos ang paghimay sa budget sa loob ng 30-araw hanggang sa huling pagbasa sa plenaryo.
“Kaya sabi po namin sa majority: ‘Kayo ang mag-adjust sa minority dahil ilan lang naman kami.’ Bigyan kami ng pagkakataon na itanong lahat ng dapat naming itanong,” sabi pa ni Herrera.
