Ilibre sa buwis ang PCSO -solon

Sa kabila ng patuloy na paglaki ng kita mula sa sweepstakes ticket sales ng Philippine Charity Sweepstakes Office (PCSO) ay parami nang parami na rin ang humihingi ng financial assistance mula sa iba’t ibang bahagi ng bansa na nagiging dahilan upang malugi ito.

Ito ang sinabi ni Negros Oriental 3^rd district Rep. Arnolfo Teves Jr. kung kaya’t isa sa nakikita nitong solusyon ay amiyendahan ang PCSO charter at ibalik ang tunay na tungkulin nito na maging isang charitable institution.

Sa inihain nitong House Bill No. 4528, layon nito na amiyendahan ang PCSO Charter at ilibre na rin ito sa pagbabayad ng buwis.

 “Charitable institutions, churches and parsonages or convents appurtenant thereto, mosques, non-profit cemeteries, and all lands, buildings, and improvements, actually, directly, and exclusively used for religious, charitable, or educational purposes shall be exempt from taxation,” PCSO shall be exempt from Taxation as well as the payment of Documentary Stamp Tax,” ayon kay Teves base sa nakasaad sa sa Sec 28 (3) Art. VI ng 1987 Constitution.

“For instance in 2018, PCSO Vice President and General Manager RoyinaGarma said that the PCSO paid ₱16.7 billion in taxes while ₱33.6 billion of its revenues went to prizes. This amount could have been used directly to help our less privileged brothers and sisters with their medical needs,” ayon pa sa kongresista na nagsabing ₱9 bilyon lamang ang natira sa para mapondohan ang PCSO charity programs.

“In view of this, the bill seeks to amend the PCSO charter reverting to its original mandate operating as a charitable institution and concentrate on the implementation of medical health programs and all other activities and programs be removed,” dagdag pa ni Teves.

Noong Setyembre 1979, ang Batas Pambansa Blg. 42 ay naging batas na nag-aamiyenda sa PCSO Charter (RA 1169).

Itinaas ang pondo ng PCSO Charity Fund mula sa 25 porsiyento ng net sales para maging 30 porsiyento habang ang 55 porsiyento ay napupunta bilang premyo at ang nalalabing 15 porsiyento ay nagagamit par sa operasyon ng ahensya.

Ang 30% bahagi mula sa net receipts at ang lahat ng hindi nakokolektang premyo ay napupunta naman sa Charity Fund.

Nakapaloob sa charter nito, ang pangunahing layunin ng PCSO ay magkaloob ng pondo pa ra sa health programs, medical assistance and services at charities of national character. May mandato rin ang PCSO para sa community health care sa lahat ng regional hospitals sa buong bansa sa pamamagitan ng pagtatayo ng Tuberculosis Centers, Cancer and Pain Centers, at Dialysis Centers.
