DPWH at Japanese experts kapit-bisig sa coastal engineering

Nakipagkabit-bisig ang Department of Public Works and Highways (DPWH) sa mga Japanese experts upang mapahusay ang disaster risk reduction countermeasures ng Pilipinas sa pamamagitan ng coastal engineering.

Pinangunahan ni DPWH Senior Undersecretary Emil K. Sadain ang kauna-unahang joint coordinating committee meeting ng Japan International Cooperation Agency (JICA)-assisted Technical Cooperation Project for Capacity Development in Coastal Engineering for Disaster Resiliency.

Kasama rin sa dumalo sa pagpupulong sina DPWH Assistant Secretary Constante A. Llanes Jr.; UPMO Flood Control Management Cluster (UPMO-FCMC) Project Director Ramon A. Arriola III; JICA Philippines Senior Representative Masanari Yanagiuchi at iba pang opisyales ng JICA Philippines officials.

Gayundin sina First Secretary Hiroyuki Kudo at Second Secretary Tomohiro Matsubara ng Embassy of Japan in the Philippines; Senior Deputy Director Masahiro Yamaguchi ng Ministry of Land, Infrastructure, Transport and Tourism (MLIT); Mr. Tomoo Iba, Dr. Daiki Tsujio at iba pang miyembro ng JICA Project Team; Bureau of Design OIC-Director Edwin Matanguihan, Bureau of Construction Assistant Director Edgardo Garces, Bureau of Maintenance Assistant Director Teofila Borlongan; at UPMO Project Manager Dolores Hipolito.

Ang project work plan ay ipinakita ng JICA Project Team sa Joint Coordinating Committee (JCC) and Technical Working Group (TWG) para sa Project for Capacity Development in Coastal Engineering for Disaster Resiliency na nabuo sa pamamagitan ng Special Order 152 na inilabas noong Agosto 3, 2022 ni DPWH Secretary Manuel M. Bonoan na naglalayong magkaroon ng epektibong koordinasyon  sa mga kinauukulang ahensya at opisyales at masiguro na magiging maayos ang proyekto.

Ang five-year technical cooperation project ay maglalabas ng human resource development plan upang mapalakas ang capacity and know-how ng DPWH sa pamamagitan ng pagtatayo ng disaster-proof structures sa mga baybaying dagat ng Pilipinas.

Nabatid na ipapakita ng mga Japanese experts sa coastal engineering ang karanasan ng mga ito at sanayin ang mga DPWH personnel sa pagplano at pagdedesenyo ng istruktura sa coastal areas at pag-aralan mga kasalukuyang batas at polisiya para mapabuti ang disaster management.

“On behalf of DPWH Secretary Bonoan, our sincerest appreciation to the Government of Japan thru JICA for the relentless support to the Philippines in developing not just transport infrastructure but also in making communities more safe, resilient, and sustainable,” sabi ni Sadain.

                Kasama rin sa inimbita sa pagpupulong ang mga kinatawan ng Department of the Interior and Local Government (DILG); Department of Tourism (DOT); Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR); Philippine Institute of Volcanology and Seismology (Phivolcs); National Mapping and Resource Information Authority; Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA); Office of Civil Defense (OCD); Philippine Ports Authority (PPA); Philippine Reclamation Authority; Philippine Space Agency; at ang University of the Philippines (UP).
