Ipinasa ng Kamara ang isang resolusyon na epektibong magpapalakas sa kooperasyon sa pagitan ng Pilipinas at Vietnam sa pamamagitan ng pagtatatag ng Philippine-Vietnam Parliamentarians’ Friendship Society.
Ang resolusyon ay epektibong pinatibay ang umiiral na programa ng pagpapalitan ng mga pagbisita ng kani-kanilang parliamentarians ng parehong bansa at higit pang pinalakas ang ugnayan ng dalawang bansa sa pamamagitan ng pagtatalaga ng mga opisyal at miyembro ng parliamentarian society.
“ … To further strengthen the long-standing friendship, the Philippines and Vietnam have pledged to continue the exchange of visits by their respective parliamentarians,” sa House Resolution (HR) No. 571.
“ … It is the mutual desire of the Philippines and Vietnam to deepen and broaden their joint efforts towards the attainment of regional peace and prosperity, foster mutual understanding and cooperation and further strengthen the ties of friendship and solidarity between thembthrough the friendship society,” dagdag nito.
Ang HR No. 571 ay magkakasabay na isinulong nina Speaker Martin G. Romualdez, Majority Leader Manuel Jose “Mannix” M. Dalipe, Minority Leader Marcelino C. Libanan, Senior Deputy Majority Leader Ferdinand Alexander A. Marcos, at Tingog party-list Reps. Yedda Marie K. Romualdez at Jude A. Acidre.
Noong Hulyo 12, 1976 nang ang relasyong diplomatiko sa pagitan ng Pilipinas at Vietnam ay naitatag sa pamamagitan ng pagsisikap nina dating Philippine Foreign Minister Carlos P. Romulo at noo’y Vietnamese Vice Prime Minister for Foreign Affairs na si Phan Hien na lumagda sa isang joint communique.
Kasunod nito, pinagtibay ng Mababang Kapulungan ng Kongreso noong Marso 18, 1993 ang HR No. 30, na pinamagatang “Resolution Organizing the Philippine-Vietnam Parliamentarians’ Friendship Society,” upang palakasin at palawakin ang saklaw ng relasyon sa pagitan ng mga parliyamento ng Pilipinas at Vietnam.
“ … Among the ten (10) member countries of the ASEAN Inter-Parliamentary Assembly (AIPA), the Philippines and Vietnam have
developed a special relation through the years anchored on shared goals, common visions, and mutual interests for the benefit of their peoples and towards a genuinely peaceful and productive path in regional cooperation,” ayon sa resolusyon.
“ … As a member of the ASEAN, the Philippines accords great importance to its continuing friendship with the member countries, especially with Vietnam, and views the friendship and historical ties of solidarity and cooperation among the Southeast Asian countries as essential elements to attain peace and prosperity in the region,” dagdag pa nito.
Mula nang itatag ang Philippine-Vietnam Parliamentarians’ Friendship Society, mas pinatatag ng dalawang bansa ang kanilang diplomatikong relasyon at pagkakaunawaan upang isulong ang isang kapwa kapaki-pakinabang na relasyon sa iba’t ibang lugar ng alalahanin.
Ang resolusyon ay ipinasa ng Kamara at bahagi ng panukala ang nagtatalaga ng mga opisyal at miyembro ng organisasyong ito.
Para sa magiging chairman, ang magiging tagapangulo ng Committee onbInter-Parliamentary Relations and Diplomacy; at bilang vice-chairperson, ang tagapangulo ng Committee on Foreign Affairs.
At para sa mga miyembro nito, ang mga sumusunod ay itinalaga sa ilalim ng resolusyon: Deputy Speaker at ang mga tagapangulo ng Committees on Economic Affairs, on Trade and Industry, on Agriculture, on National Defense, at sabWest Philippine Sea, kasama ang vice-chair ng Committee on Inter-Parliamentary Relations and Diplomacy at iba pang miyembro na maaaring italaga ng Speaker.
