Tiniyak ni Speaker Ferdinand Martin G. Romualdez sa Armed Forces of the Philippines (AFP) ang patuloy na suporta ng Mababang Kapulungan ng Kongreso para sa modernization program nito upang palakasin ang paghahangad ng bansa sa pambansang kapayapaan at katatagan.
Ginawa ni Romualdez ang katiyakan sa HOR-AFP fellowship series (Visayas leg) sa Cebu City na dinaluhan ng matataas na opisyal ng militar sa pangunguna ni Chief of Staff Gen. Andres Centino at iba pang miyembro ng Kamara.
Kasabay nito, sinabi nito na ang reconciled bill sa takdang termino ng chief of staff at iba pang opisyal ay magtitiyak ng balanse, pagpapatuloy, at propesyonalismo sa pamunuan ng AFP.
“The House of Representatives is committed to modernize the Armed Forces of the Philippines as it is crucial to our nation’s sovereignty and security,” sa kanyang pahayag sa harap ng mga sundalo.
“Our military should be equipped with the latest technological advances and training to respond to the continuing threats that we face,” dagdag nito.
Masaya ring ibinalita ni Romualdez na niratipikahan na ng Kamara ang bicameral conference committee report sa panukala ng pag-amiyenda sa Republic Act 11709, na nagtatakda sa termino ng mga military officers.
Iginiit din ng pinuno ng Kamara na ang amendatory bill ay magbibigay daan para sa regular na turnover ng pamumuno, na mahalaga sa pagpapanatili ng isang malusog at propesyonal na Sandatahang Lakas na may pananagutan sa mga taong pinaglilingkuran nito.
“Regular turnover can ensure that new ideas and perspectives are constantly being introduced and that there is a healthy culture of competition and meritocracy within the Armed Forces,” aniya pa.
Sa ilalim ng panukalang batas na nag-aamyenda sa RA 11709, mapapanatili pa rin ng chief of staff ang panunungkulan nito na tatlong taon maliban kung mas maagang papalitan ng Pangulo, gaya ng itinatadhana ng kasalukuyang batas.
Gayunpaman, ang mga pinuno ng Army, Air Force, Navy, at Philippine Military Academy ay magkakaroon ng mas maikling tour of duty ng dalawang taon.
Habang ang retirement age ng AFP personnel ay madadagdagan ng isang tao o hanggang 57-anyos.
“As we all know, peace and stability are crucial to the prosperity of any nation. Without it, social, economic, and political development cannot flourish. And while many factors contribute to peace and stability, a well-functioning and professional Armed Forces is undoubtedly one of the most critical components,” pahayag pa ni Romualdez.
Binigyang-diin din nito ang kahalagahan ng pagsasama-sama ng mga mambabatas at mga defense establishment leaders upang isulong ang mas malapit na pagtutulungan sa mga ito.
“As we all know, the relationship between the legislature and the Armed Forces of the Philippines is essential to the well-being and security of our nation. In order to strengthen this bond, it is important to engage in activities that promote camaraderie and mutual understanding,” ayon pa kay Romualdez.
“By spending time together in these settings, we can build trust, foster understanding and ultimately work together more effectively to serve our nation and its people,” aniya pa.
