Kinalampag ni Davao City 1st District Rep. Paolo Duterte ang liderato ng Philippine National Police (PNP) na paigtingin ang regulasyon nito sa pagkakaloob ng gun ownership at pagsasailalim sa masusing proseso ang mga kukuha ng lisensya para magkaroon ng firearms.
Tugon ito ng kongresista sa panibagong krimen na nangyari kamakailan na isang traffic enforcer ang pinagbabaril ng isang lasing na motorcycle rider sa Tanza, Cavite.
“A traffic enforcer who was shot dead in cold blood by an apparently drunk motorcycle rider in Tanza, Cavite, is just one case which shows why the PNP should revisit its regulations and procedures in issuing gun ownership licenses,” giit ni Duterte.
Isa aniya na dapat tingnan ng PNP ang mahigpit na pag-iisyu ng License to Own and Possess a Firearm (LTOPF) na kinakailangang makapasa sa neuro-psychiatric examination ang isang aplikante, kung saan sa ilang pagkakataon ay nababayaran ito sa malaking halaga.
Sinabi pa ni Duterte na nakatanggap ito ng mga ulat na ilang gun stores na nagbebenta ng baril na sinasabing maaaring ma- bypass at hindi na kailangan pang kumuha ng neuro-psychiatric clearance at maging ang drug test requirement na kailangan sa LTOPF.
“The PNP cannot afford to be lenient in imposing these requirements if it wants to ensure that it issues licenses only to responsible and mentally stable gun owners,” ani Duterte.
“This incident should serve as a wake-up call for the PNP to strengthen its efforts on gun control. The PNP should not wait for a similar incident to happen again before it acts to institute reforms in the issuance of gun ownership licenses,” dagdag nito.
Giit pa ni Duterte na dahil sa nasabing krimen at ang nangyaring rape-slay sa isang babaeng architect sa Davao City ang nagtulak dito para ipanawagan sa Kongreso na ibalik ang parusang kamatayan sa mga masasangkot sa heinous crimes.
Noong nakaraang taon, inihain ni Duterte kasama sina Benguet Rep. Eric Yap at ACT-CIS party list Rep. Edvic Yap, ang House Bill (HB) 501, o ang pagbabalik ng death penalty sa ilang heinous crimes kabilang ang pagpatay, rape with homicide.
“While it can be argued that one’s death will never be commensurate to his/her crimes, the fear of death as punishment serves as deterrence, hindering potential criminals to commit such [heinous] crime[s],” ayon pa sa panukala.
“Now, more than ever, is the time to restore the death penalty in the country because we must not be too complacent with these criminals at the expense of the safety of the whole nation,” anila pa.
