Binatikos ng isang kongresista ang Commission on Audit (COA) sa umano’y maling paratang na nagkaroon ng iregularidad sa mga donasyong ibinigay sa lokal na pamahalaan ng Ormoc, Leyte.
“Recent news reports on the allegedly ‘missing’ in-kind donations to Ormoc City is part of an Audit Observation Memorandum (AOM) released by the Commission on Audit (COA). What does it mean? An AOM is an audit finding that a local government unit (LGU) or any office or agency being audited has to explain, if so required by the COA. It cannot be considered as irregular if a comment has been submitted and no adverse conclusion is made,” pahayag ni Leyte 4th District Rep. Richard Gomez.
Giit pa nito, sa pagtatapos ng ulat, ang COA ay hindi gumawa ng anumang salungat o negative finding sa nasabing usapin.
“In the first place, there could have been any adverse conclusion dahil wala naman talagang irregular na nangyari,” sabi pa ni Gomez.
Paliwanag pa ng kongresista, para sa transparency ay kinuha ng lokal na pamahalaan ang tulong ng non-government organizations (NGOs) para tumanggap ng mga donasyon na ibinigay sa lungsod ng Ormoc.
“These donations are not inputted in the city’s records because the city did not spend for these donations. The only role of the city government is to facilitate the transfer of the donations,” aniya pa.
Ang katotohanan aniya na ang pamahalaang lungsod ay inilagay ang mga donasyon sa official social media platforms nito ay alinsunod sa pagiging transparent at may pananagutan sa publiko.
“The malicious news reports insinuating irregularities in these transactions is not only an affront to the donors of these in-kind relief assistance but the city government of Ormoc, which was simply looking out for the welfare of the people of Leyte,” pahayag pa ni Gomez.
