Sinuportahan ni Rizal 4th District Rep. Fidel Nograles si Pangulong Ferdinand “Bong Bong” Marcos, Jr. na magtayo ng mga water-impounding facility malapit sa Metro Manila sa layuning makontrol ang pagbaha at matiyak ang supply ng tubig sa Luzon.
Ayon kay Nograles, ang naturang pasilidad, gayunpaman, ay dapat na pandagdag lamang, at ang higit na layunin ng pamahalaan ay ang pagpapanumbalik ng kagubatan ng bansa.
“Maganda namang idea ang mga water-impounding facilities. These could boost our flood mitigation efforts and provide additional water for irrigation and other needs, especially amid El Niño. However, our greater objective should still be agressive reforestation to restore our forest cover, which would not only increase the carrying capacity of our watersheds but also solve a host of other issues connected with climate change,” pahayag ni Nograles.
Ang utos ng Pangulo ay pagkatapos ng briefing ng Water Resources Management Office (WRMO) at iba pang ahensya ng gobyerno sa komprehensibong plano ng pamamahala ng tubig ng gobyerno.
Bukod sa mga proyekto sa pagkontrol sa baha, pinaalam din si Marcos ng P5.86-bilyong rainwater collection system sa ilalim ng Republic Act No. 6716 at ang pagtatayo ng 6,002 rainwater collection system sa buong bansa.
Si Nograles ay kilalang tagapagtaguyod ng National Greening Program, na nagsasabi na ang reforestation ay isang mahalagang hakbang laban sa El Niño at pangmatagalang climate change.
“Our forests shield us from natural disasters, particularly from the stronger typhoons that have resulted from climate change. They also counter drought and make our air cleaner,” sabi ng mambabatas.
“Given how crucial forests are, our government should prioritize the restoration of our forest cover. At tiwala naman tayo na top of mind din ito ng Pangulo,” dagdag pa nito.
