Suportado ni Speaker Ferdinand Martin G. Romualdez ang direktiba ni Pangulong Ferdinand R. Marcos, Jr. para sa pagsisiyasat sa pagpupuslit ng sibuyas at iba pang produktong pang-agrikultura alinsunod sa mga natuklasan ng House Committee on Agriculture and Food na nagtuturo sa cartel bilang ugat nito.
“This is a welcome development, a decisive action that manifests the President’s resolve to clamp down on unscrupulous businessmen preying on hapless Filipino consumers and hampering his administration’s efforts to sustain the robust growth of our economy,” sabi ni Romualdez.
Magugunitang inatasan ni Pangulong Marcos ang Department of Justice (DOJ) at ang National Bureau of Investigation (NBI) na imbestigahan ang talamak na smuggling, hoarding, at price fixing ng sibuyas at iba pang agricultural commodities.
Si Romualdez ang nanawagan ng congressional probe sa smuggling ng sibuyas matapos umabot sa malaking presyo ng produktong agrikultura na nasa P700 kada kilo noong Disyembre ng nakaraang taon.
“The President’s directive should be enough to deter further supply manipulation of agricultural products and help stabilize prices, especially amid reports that prices of onion are on the rise again,” ayon pa kay Romualdez.
“The House of Representatives is ready to provide our authorities with the data uncovered from our committee hearings to provide them a head start in their own investigation,” dagdag nito.
Gayundin, tiniyak ni Romualdez kay Pangulong Marcos at ang bansa na ang Kamara ay mananatiling mapagbantay laban sa price fixing sa pamamagitan ng pagsubaybay sa presyo ng sibuyas, bigas, at iba pang pangunahing bilihin at serbisyo upang maprotektahan ang interes ng mga mamimili.
“We will continue to monitor prices, especially of basic staples like rice, vegetables, meat, onions, and garlic, to protect our people from hoarding, price manipulation, unreasonable price increases, and other practices in restraint of trade and which hamper competition,” pahayag pa ng lider ng Kamara.
“That is part of our oversight function. We have the appropriate tools to carry this out, including conducting follow-up hearings and summoning suspected hoarders, smugglers and cartel leaders if needed. We will not shirk from our duty to help our people,” aniya pa.
Ayon sa Malacañang, ang direktiba ng Pangulo ay batay sa isang memorandum na isinumite ni Marikina Rep. Stella Quimbo na nagpapahiwatig ng malaking ebidensya na nagtuturo sa pagkakaroon ng onion cartel na maaaring nasa likod ng pagtaas ng presyo ng sibuyas noong 2022.
Noong nakaraang Mayo sa pagdinig ng House Committee on Agriculture and Food na pinamumunuan ni Quezon 1st District Rep. Wilfrido Mark Enverga, itinuro ni Quimbo si Lillia o Leah Cruz at ang kanyang family-controlled firm sa gitna ng umano’y onion cartel.
Ayon kay Quimbo, ang kartel na nagpapatakbo sa pamamagitan ng isang grupo ng kumpanya, ay nakikibahagi sa iba’t ibang aktibidad sa supply chain tulad ng pagsasaka, importasyon, lokal na kalakalan, warehousing, at logistics.
Kasunod ng direktiba ni Pangulong Marcos, inihayag ng DOJ ang paglikha ng Anti-Agricultural Smuggling Task Force, na kinabibilangan ng Bureau of Customs (BOC) at Department of Agriculture (DA).
