Nagpahayag ng pangamba si Senador Grace Poe sa patuloy na pagkalat ng text scams at mga ulat na paggamit ng subscriber identity modules (SIMs) sa operasyon ng mga illegal Philippine Offshore Gaming Operators (POGOs).
Ito ang dahilan kung kaya’t inihain ni Poe ang Senate Resolution No. 745 na humihiling sa Senate committees na magsagawa ng imbestigasyon kung naiimplementa ang Republic Act No. 111934 o ang SIM Registration Act na mahigit isang taon na nang maging batas.
“The law aims to protect users from scams and hasten law enforcement in investigating phone-related scams,” sabi ni Poe.
“The registration of SIM should help unmask fraudsters and deny them of sanctuary to hide. But, are these being achieved?” ayon pa sa chairperson ng Senate committee on public services.
Paliwanag pa ni Poe, mahigit isang taon na ang nakalilipas nang maging batas ang SIM Registration Act at sa kabila ng natapos na ang pagpaparehistro ng sim cards, patuloy pa rin ang text scams at iba pang mobile-related fraud.
Inihalimbawa pa nito ang nakaraang pagsalakay sa mga POGO establishments kung saan natuklasan ang libu-libong SIMs ang ginagamit para sa illegal na operasyon nito.
“The law mandates that SIM should not be used for unlawful purposes and that owners have verified identity. However, reports that thousands of registered SIMs seized are being used as a tool for scamming and other cyber fraud raise questions about the effective implementation of the law,” pahayag pa ni Poe.
Pinagpapaliwanag ng senador ang mga telecommunications companies at law enforcement agencies kung bakit nagkalat pa rin ang libu-libong SIMs na nagagamit sa illegal na operasyon at naipaparehistro pa.
Pinaalala rin ni Poe sa National Telecommunications Commission (NTC), Department of Information and Communications Technology (DICT) at iba pang ahensya ng pamahalaan na isumite sa Kongreso implementasyon ng SIM Cards Registration.
