Inalmahan ng mga senador ang ulat ng Armed Forces of the Philippines (AFP) na nasira na ang marine ecosystem o coral reefs sa Escoda (Sabina) Shoal sa West Philippine Sea na pinaniniwalaang kagagawa ng China.
Giit ni Senate President Juan Miguel “Migz” Zubiri, ang patuloy na panghihimasok ng mga Chinese vessels sa exclusive economic zone ng Pilipinas ay banta sa global food security.
“This is a wanton destruction of our future food security areas. I am really angry with what they are doing. We are appealing to the Chinese embassy here in the Philippines to tell their militia vessels to put a stop on this wanton destruction,” ani Zubiri.
“This is not a destruction only on the Philippine side, but for the whole world. It’s for the whole world because the species of fish that breed there are not only being harvested by Filipino fishermen, but also harvested by Malaysian fishermen, Vietnamese fishermen, even Chinese fishermen. So it is for the good of the world if our coral reefs are protected. That’s why I’m really very mad,” pahayag pa ng lider ng Senado.
At upang mabantayan ang marine resources ng bansa sa West Philippine Sea, sinabi ni Zubiri na nakikipag-ugnayan na ang Senado sa Department of the Environment and Natural Resources (DENR) upang maglagay ng marine ranger stations sa mga pangunahing coastal areas sa buong bansa.
Sinabi pa ni Zubiri na kinausap na nito si Senador Juan Edgardo Angara, na chairman ng Senate committee on finance, na maglaan ng P600 milyon para sa nasabing inisyatiba.
Nangako rin ito na bibigyan ng dagdag na pondo ang Philippine Coast Guard (PCG) at ang Philippine Navy sa 2024 national budget upang magamit sa pagbili ng karagdagang bangka at iba pang kagamitan.
“This budget is a critical budget. This is the time that we have to put our money where our mouth is. This is the time that we need to increase the budget for ships, patrol crafts and marine research centers,” ayon pa kay Zubiri.
Sa ilalim ng P5.768-trillion National Expenditure Plan for 2024, ang PCG ay mayroong P24.014 bilyon, na dagdag sa 10 porsiyento mula sa allotment nitong P21.92 bilyon ngayong taon.
Sa kabilang banda, ang P40.97 bilyon ay inilaan para sa Philippine Navy, mula sa kasalukuyang pondo nitong P34.98 bilyon.
Samantala, kinondena rin ni Senador Jinggoy Estrada ang pagsira ng mga bangka ng China sa Rozul Reef sa Escoda Shoal.
“Mariin nating kinokondena ang mga mapanirang gawain sa Rozul Reef at Escoda Shoal. Reports of deliberate man-made alteration to the natural topography of its underwater terrain, allegedly carried out by the Chinese maritime militia in these areas, are a matter of grave concern,” sabi ni Ejercito.
“Inaasahan natin ang mga kinauukulang ahensya at mga responsableng awtoridad na magsasagawa ng agarang aksyon para tugunan ang seryoso at nakababahalang pangyayari na ito lalo na kung nasa ilalim ng mandato nila ang pagbibigay ng proteksyon sa ating likas na pamana. Dapat lamang na tiyakin nila na mapapanagot ang mga responsable sa pinsalang ginawa sa ating karagatan,” pahayag pa nito.
