Inihain ni OFW party list Rep. Marissa “Del Mar” Magsino ang House Resolution 1305 na humihimok sa mga kaukulang komite ng Mababang Kapulungan ng Kongreso na magsagawa ng pag-aaral na maglagay ng mga OFW lounge na nakatuon sa overseas Filipino workers (OFWs) sa iba’t ibang international airports sa buong bansa.
“The establishment of OFW lounges within various international airports across the nation can feasibly be achieved through administrative means by collaborating with airport authorities and relevant line departments. This approach typically entails minimal budgetary requirements. What steps have been taken to achieve this? It’s important to note that while legislation remains a possible avenue for this purpose, it is not the preferred option. The preference leans towards administrative action, contingent upon the responsiveness of the concerned authorities to the growing demand for these essential facilities,” paliwanag ni Magsino.
Aniya, ang mga OFWs ay gumaganap ng isang mahalagang papel sa ekonomiya ng Pilipinas, na ang kanilang mga remittances lamang ay nagkakahalaga ng $36.16 bilyon noong 2022, tulad ng iniulat ng Bangko Sentral ng Pilipinas (BSP).
Kasama sa mga amenities na ito ang wi-fi connectivity para sa komunikasyon at pag-access ng impormasyon, battery charging, mga saksakan ng kuryente, passenger assistance desk, at lugar na maaaring makapagpahinga ang bawat OFW.
Ito ay partikular na makabuluhan sa kaso ng mga naantala o nakanselang mga flights, partikular na ang pagkawala ng kuryente at navigational glitches, kung saan ang mga OFWs ay nangangailangan ng pasilidad kung saan maaari silang mag-rebook ng mga flight at makahanap ng pagpapahinga sa mga pinalawig na layover.
“International flight passengers, particularly overseas Filipino workers (OFWs), are required to complete their check-in procedures several hours prior to their scheduled departure. This necessitates the provision of a dedicated holding area or lounge where these individuals can unwind in comfort and make efficient use of their waiting time before embarking on their outbound journey. Additionally, such a facility is equally vital to offer respite and relaxation to OFWs upon their return from international flights, providing them with a tranquil environment to recuperate after their inbound travels,” paliwanag pa ni Magsino.
Sa kasalukuyan, mayroong pitong operational international airports sa Pilipinas kung saan maaaring dumaan ang mga outbound at inbound OFWs.
Kabilang dito ang Ninoy Aquino International Airport sa Metro Manila, ang New Clark International Airport sa Pampanga, ang Mactan-Cebu International Airport, ang Francisco Bangoy International Airport sa Davao, ang General Santos International Airport sa Sarangani Province, ang Laoag International Airport sa Ilocos Norte, at ang Zamboanga International Airport.
Ang New Clark International Airport sa Pampanga ay nagbukas ng OFW lounge noong Agosto 2021 sa 4-level terminal habang ang Manila International Airport Authority ay nagsabi nang maglalagay ng OFW lounge sa Terminal 3 ng Ninoy Aquino International Airport (NAIA).
