Hiniling ni Speaker Ferdinand Martin G. Romualdez nitong Lunes ang pagbibitiw ni Office of Transport Security (OTS) Mao Aplasca dahil sa hindi pagpigil sa paulit-ulit na masasamang gawain ng mga security personnel sa Ninoy Aquino International Airport (NAIA).
“I am advising the OTS chief: submit your courtesy resignation before the House of Representatives tackle the budget of your office,” ani Romualdez.
Banta pa ng lider ng Kamara na kung hindi magbibitiw sa posisyon si Aplasca ay haharangin nito ang pondo ng OTS para sa susunod na taon.
“Mag-resign ka na. Kung hindi ka magsa-submit ng resignation, ako mismo ang magba-block ng approval ng budget ng OTS,” sabi nito.
Inilbas ng pinuno ng Kamara ang kanyang pagkadismaya kay Aplasca matapos ang mga ulat ng pinakabagong insidente ng pagnanakaw ng pera ng isang babaeng OTS security scanner mula sa isang papaalis na turista.
Dapat aniyang isumite ng OTS chief ang kanyang courtesy resignation sa ilalim ng prinsipyo ng command responsibility para bigyang-daan ang full revamp sa airport security office.
“Naka-strike three na ang OTS chief. We are already fed up with these reports of stealing and other acts of wrongdoing at the airport, for which OTS officials and their DOTr supervisors are ultimately responsible. A top-to-bottom overhaul is needed,” giit pa ni Romualdez.
“We cannot let these atrocious activities and other acts of misconduct at the airport to continue to take place. It’s bad for the country and the economy,” dagdag nito.
Ipinunto pa nito na ang isang dayuhan maging turista man o potensyal na mamumuhunan ang unang nalalantad sa Pilipinas at sa mga mamamayan nito kapag nakatagpo ng isang empleyado ng gobyerno na nagpoproseso sa kanya sa port of entry.
“An ugly incident will certainly leave a discouraging and lasting impression. This is the reason why we should deploy the finest personnel at ports of entry,” ayon pa dito.
Noong Marso ngayong taon, nang manakawan ng pera ang isang Thai tourist sa NAIA, sinabi ng lider ng 311-miyembro ng Mababang Kapulungan ng Kongreso ay nagrekomenda na ng kumpletong pagbalasa sa OTS.
Iminungkahi pa ni Romualdez na palitan ng DOTr ang buong OTS workforce at i-rehire lamang ang mga papasa sa isang mahigpit na proseso ng pagkuha ng empleyado batay sa kanilang katapatan, kahusayan at integridad.
“What have happened to those commitments? Where are the reforms?” tanong pa ni Speaker Romualdez.
Dapat aniyang bantayang mabuti ni DOTr Secretary Jaime Bautista ang kanyang sariling bakuran.
“Every now and then, we hear of nefarious activities, aviation glitches, power equipment malfunctions and disruptions, and similar nasty things taking place at the airport. There may be people sabotaging him,” ayon pa kay Romualdez.
