Pinagpapaliwanag ni Senate Minority Leader Aquilino “Koko” Pimentel III ang Commission on Elections (Comelec) sa biglaang pagbabago at pagtaas ng singil sa renta ng mga “modern automatic counting machines” (ACMs) para sa 2025 national at local elections.
Giit ni Pimentel, malaki ang dapat na ipaliwanag ng Comelec hinggil sa 121 porsiyentong pagtaas sa renta ng poll machines mula sa dating P70,000 bawat isa ay naging P155,000.
“Why did it balloon to P155,000 per unit when the Comelec said last year the rent would only be P70,000 per unit?” tanong nito.
“Under the proposed budget of the Comelec for the next fiscal year, a substantial portion amounting to P19.799 billion is allocated for the rental of these 127,740 ACMs, each costing P155,000 to lease, for the implementation of the 2025 midterm election,” sabi ni Pimentel.
Paliwanag pa ni Pimentel na ang rental rate na P155,000 baway isang ACM ay masyadong mataas partikular na nahaharap sa financial challenges ang pamahalaan kabilang ang malaking budget deficit.
“To spend nearly P20 billion on the rental of automatic counting machines, with each machine costing P155,000 just to lease, is simply not wise, given our current financial situation,” sabi ni Pimentel.
Sinabi pa nito na base sa naunang pahayag ng Comelec sa Senado at sa iba’t ibang media outlets, sinabi ni Pimentel na tiniyak ng komisyon na ang rental price na P70,000 kada unit tulad ng nakaraang taon.
Maliban pa dito, dati na rin umanong nagpahiwatig ang Comelec na ang requirements para sa 97,000 ACMs para pamadali ang midterm elections.
“It suddenly increased by 121%. That’s quite a dramatic increase. I think Comelec has a lot of explaining to do,” giit pa nito.
