Ika-54 na LEDAC priorty bill pasado na sa Kamara

Ipinasa na ng Kamara de Representantes sa ikatlo at huling pagbasa ang isa pang priority bill ng Legislative-Executive Development Advisory Council (LEDAC).

Sa pag-apruba ng panukalang PH Self-Reliant Defense Posture Program (House Bill 9713), umakyat na sa 54 sa 57 priority bills ng LEDAC ang natapos na ng Kamara na pinamumunuan ni Speaker Ferdinand Martin G. Romualdez.

Layunin ng panukala na mapalakas ang national defense industry ng bansa.

Sa botong 194 na pabor, tatlong tutol at walang abstention, inaprubahan ng Kamara ang HB No. 9713, na layong suportahan ang pagsusulong ng lokal na produksyon ng kagamitan na tumutukoy sa military technology, makinarya gaya ng armas, bala at kasuotan.

“The bill provides that the concept of self-reliance shall be manifested in the continued preference on local production of materiel, when feasible, for the country’s defense forces through the partnership between the military and civilian establishments,” sabi ni Romualdez.

“Recourse to importation will only be resorted to for requirements that cannot be locally produced. The bill essentially provides for government support to the technical and financial needs of civilian manufacturers materiel,” dagdag nito.

Nakasaad sa Section 6 ng panukala na pahihintulutan ang in-country enterprises na may kinalaman o nais maging bahagi ng pagbuo, pagsasaayos at operasyon ng kagamitan ng gobyerno na irerehistro sa Board of Investments at maaaring makakuha ng insentibo sa ilalim ng National Internal Revenue Code.

Nabatid na itatatag ang Office of the Undersecretary for Defense Technology Research and Industry Development, salig sa Section 14 ng panukala na siyang mamamahala sa databank ng pagsusuri, pananaliksik at pagpapaunlad sa defense industry.

Magbubukas din ng isang Self-Reliant Defense Posture Trust Fund na ang pondo ay manggagaling sa natipid na pondo mula sa taunang net income ng government arsenal, bahagi ng kita ng gobyerno mula sa kita ng mga reclamation project na tutukuyin ng presidente at iba pang maaaring pagkunan na tutukuyin ng Department of National Defense (DND).

Ang tatlong nalalabing prayoridad na panukala na ipapasa ng LEDAC sa Kamara ay ang pag-amiyenda sa Electric Power Industry Reform Act, ang Budget Modernization Bill, at National Defense Bill.
