Inaprubahan na ng House Committee on Games and Amusement ang panukalang batas at resolusyon na nanawagan na tuluyan nang i-ban ang lahat ng Philippine Offshore Gaming Operators (POGOs).
Ipinasa ni Cavite 6th District Rep. Antonio Ferrer ang House Bill No. 5082 at House Resolution No. 1197 na pawang nagba-ban sa POGO at ideklara ang operasyon nito ay illegal
Ipinaliwanag ni Cagayan de Oro Rep. Rufus Rodriguez, may akda ng HR 1197, na ang panawagan nitong i-ban ang POGOs sa bansa base sa isinasaad ng Article II, Section 5 ng Konstitusyon.
“The maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare are essential to the enjoyment by the people of the blessings of a democracy,” ayon dito.
Tinukoy ni Rodriguez ang datos ng Philippine National Police (PNP) na nagpapakita na nasa 4,039 ang naitalang may kinalaman sa POGO-related crimes sa unang anim na buwan ng 2023.
“These particular cases include the following – human trafficking, forcible abduction, homicide, illegal detention, kidnapping for ransom, theft, robbery, extortion, serious physical injuries, swindling, grave coercion, investment scam, cryptocurrency scam, and love scam… the entire gamut of criminal law is already included here for the felonies under the Revised Penal Code (RPC),” pahayag ni Rodriguez.
Sinabi pa nito na ang POGOs ang dahilan ng pagdami ng may kinalaman sa prostitusyon na nagsasabing ang; “Philippines the international situs of ladies from Vietnam, from Myanmar coming here, not only our ladies, but ladies from the other parts of the ASEAN (Association of Southeast Asian Nations) are here.”
Sinuportahan ni Gabriela party-list Rep. Arlene Brosas ang konklusyon ni Rodriguez, na nagsasaad na ang human trafficking at prostitusyon ay naging pare-pareho sa paglaganap ng mga POGOs.
Naalala nito ang isang raid na isinagawa ng mga alagad ng batas sa isang tanggapan ng POGO sa Parañaque noong Nobyembre 2023 kung saan nakakita ang mga ahente ng gobyerno ng massage area at spa at nailigtas ang 16 na babae.
Kung pag-uusapan ang kita ng pamahalaan sa POGOs ay lumalabas na maliit lamang ang nadagdag sa kaban ng bayan.
Ayon kay PAGCOR Chairman Alejandro Tengco kumita ang pamahalaan ng P5.2 bilyon mula sa POGOs noong 2023 at ang pagsasara nito ay makakaapekto sa 25,000 Filipino employees, 625,000 square meters ng leased commercial office space, excluding leased residential houses at libu-libong restaurants sa Metro Manila at kalapit lungsod sa probinsya.
