Binatikos ni Surigao del Norte Rep. Robert Ace Barbers ang mabagal na pamamahagi ng Philippine Identification System (PhilSys) o ang national ID sa gitna ng mga reklamo na wala itong silbi dahil sa pangkalahatan ay hindi ito tinatanggap bilang patunay ng pagkakakilanlan dahil sa kakulangan ng pirma.
Giit ni Barbers, chairman ng House Committee on Dangerous Drugs at isa sa principal authors ng Republic Act 11055 o ang PhilSys, na anim na taon na ang nakalilipas simula nang maging batas ito ay marami pa rin ang hindi nakatatanggap ng kanilang IDs.
“It’s been almost six years since the National ID was enacted into law and I was one of those lawmakers who first filled in the PSA forms to have one. I’ve all but given up on waiting for my national ID. Parang nagkalimutan na ata,” sabi nito.
Sinabi ni Barbers na nakakatanggap ito ng mga reklamo na ang National ID ay hindi tinatanggap bilang patunay ng pagkakakilanlan ng may-ari nito.
“Without a specimen signature on it, the Philippine National ID has apparently been rendered useless as a proof of identity for its owner because it does not bear the holder’s signature,” ayon pa kay Barbers.
Bagama’t may mga parusa para sa mga hindi kinikilala ang National ID bilang valid na patunay ng pagkakakilanlan, ipinunto ng mambabatas na ang simpleng abala ng nawawalang pirma – laban sa mga makikita sa mga pasaporte, lisensya sa pagmamaneho o iba pang valid ID – ginagawang mababang uri ng patunay ng pagkakakilanlan ang pambansang ID.
“And with the absence of that signature, we really cannot blame those who require more valid forms of identification,” aniya.
“As a result, PhilSys bearers have had to also present their passports or driver’s licenses as proof of identity in complying with most business or government requirements.
Under RA 11055, which was signed into law on August 8, 2018, the PhilSys national ID shall serve as a valid proof of identity that can be used to transact business with the government and the private sector,” dagdag pa nito.
Binanggit din ni Barbers na sa ilang mga national ID na ipinakita sa kanya, ang registration number na nagpapakitang talagang hindi “randomly-generated 12-digit permanent identification number na itinalaga sa bawat mamamayan o residenteng dayuhan kapag narehistro sa PhilSys”.
“If you examine the card that has been issued, what you find is a set of 16 numbers situated above the bearer’s photograph. Where is the Philsys number?” tanong ni Barbers.
Dahil dito, sinabi ni Barbers na hihingi ito ng paglilinaw mula sa PSA, na siyang ahensyang humahawak sa rollout ng Philippine Identification System, sa kawalan ng mga pirma at 12-digit na permanenteng numero ng pagkakakilanlan mula sa mga inilalabas na ID.
Sa press statement na inilabas noong Hulyo 2022, inihayag ng PSA na nilalayon nitong maglabas ng kabuuang 50 milyong PhilSys ID sa pagtatapos ng 2022.
Ngunit hanggang sa kasalukuyan ay walang update o data na makukuha sa pagsunod nito.
“A national ID means all Filipinos should have these IDs. But where are we now with regard to the rollout of this system? Because our people are now asking, where did all those billions of pesos go to fund this project?” pag-uusisa pa ni Barbers.
