Muling umapela ang liderato ng Mababang Kapulungan ng Kongreso sa Senado na panahon nang amiyendahan ang economic provisions ng Konstruksyon kung kaya’t dapat nang ipasa ng huli ang Resolution of Both Houses No. 6.
“Now is the time to amend the Constitution’s restrictive economic provisions,” sa privilege speech ni Deputy Speaker at Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr.
“I appeal to my colleagues in the Senate: There will never be a better time than now to amend the economic provisions of the 1987 Constitution,” sa kanyang sponsorship sa Resolution of Both Houses No. 7.
“Let us not fail the Filipino people once more. We, in the House of Representatives, have exhausted every step to help our nation. It is time to work collectively and in harmony patungo sa Bagong Pilipinas,” dagdag nito.
Si Gonzales ay isa sa mga may-akda ng RBH No. 7, na naglalaman ng bersyon ng Kamara sa iminungkahing economic amendments.
Hinimok nito ang kanyang mga kasamahan na “maging gabay ng mga legal na batayan ng pag-amiyenda sa Konstitusyon, at kilalanin ang karunungan ng mga resource persons na dumalo sa pagdinig ng Committee of the Whole House.
“They are one in saying that amending the economic provisions will pave the way for a better, more thriving Philippines. We need to accept that certain provisions of the 1987 Constitution, as noble and well-intentioned as they are, have already outlived their purpose,” aniya.
“Our mission now is to give the Filipino people that life-long dream of progress for our country, which would in turn raise the quality of their lives,” giit ni Gonzales.
Ipinagtanggol ng mambabatas sa Pampanga ang mga panukalang pag-amiyenda sa pagmamay-ari ng mga public utilities, educational institutions at advertising companies.
“By amending Section 11 of Article XII, our country can attract substantial investments and spark greater competition leading to improved quality service delivery and high-quality jobs for the Filipino people. Likewise, the advance technological knowledge that foreign corporations possess will significantly contribute to the development of our public utilities,” pahayag pa nito.
“By amending Paragraph 2, Section 4 of Article XIV, we are prioritizing education and nurturing intellectual capital which are fundamental strategies to accelerating economic growth,” ayon pa sa mambabatas.
“Finally , by including the phrase ‘unless otherwise provided by law’, we can adjust restrictions on foreign ownership through regular legislation, offering flexibility in policy-making,” giit pa ni Gonzales.
