PAMB dapat magpaliwanag sa itinayong resort sa Chocolate Hills—Sen. Villar

Labis na ipinagtataka ni Senador Cynthia Villar kung paanong nakalusot sa Protected Area Management Bureau (PAMB) ang pagtatayo ng resort sa idineklarang protected area at nasa listahan ng mga World Heritage sites ng Unesco na Chocolate Hills.

Sinabi ni Villar na sa darating na imbestigasyon ng Senate Blue Ribbon Committee ay pagpapaliwanagin nito ang PAMB na binubuo ng mga Department of Environment and Natural Resources (DENR), local government units (LGUs) at non-governmental organizations (NGOs).

“’Yung PAMB, Protected Area Management Bureau, and they are composed of NGO, local government, DENR, ang nagma-manage ng PAMB, DENR. Siya ‘yung secretarya ng PAMB. In the PAMB part ang LGU, so usually it is discussed. Nagtataka ako pano nakapasa sa PAMB ‘yon,” sabi ng senador.

Aniya, ihahain nito at ng ilang senador ang resolusyon ngayong linggo at kahit naka-break na ang mga ito ay maaaring magsagawa ng pagdinig.

“Ipa-file namin ang resolution this week kase it has to be filed in the Senate para kahit break maghi-hearing kami, maybe the following week if it’s not Holy Week, the week after Holy Week,” sabi ni Villar.

Kasabay nito, nilinaw ni Villar na wala pang linaw kung kailan magsasagawa ng ocular inspections sa Captain’s resort.

“Gusto ng mga senador na pumunta do’n but I have to check their schedule kase break namin and there is a European Parliamentary Union. So I don’t know when they’re coming back, but i’m not leaving the country so I can adjust to their schedule,” pahayag ng senador.

Sinabi pa ni Villar, chairperson ng Senate Environment, Natural Resources and Climate Change Committee, at kilalang nagsusulong ng pangangalaga sa mga protected areas sa bansa na may nakita itong pagkakamali sa pagtatayo ng resort sa Chocolate Hills.

“’Yah, supposed to be ‘yung protected area board should control din di ba? Katulad namin may protected area kami who are controlling the development of the protected area. Kapag protected area hindi for business it’s for protection, and maybe a tourism destination, eco tour destination but not really to operate a business,” giit ng senador.

Sinabi pa ni Villar na sang-ayon ito na bumuo ang Department of the Interior and Local Government (DILG) ng task force para imbestigahan ang pagsalalula sa Chocolate Hills.

“In a way mabuti na rin maraming nag-iimbestiga para matapos na all these happening in the protected area — hindi lang Chocolate Hills,” aniya pa.
