Imbestigasyon sa pang-aabuso sa mga protected areas iimbestigahan ng Senado

Pinaiimbestigahan ni Senador Cynthia Villar sa Senado ang mga ulat na pang-aabuso at pagsalaula sa mga itinuturing na protected areas sa buong bansa.

Sa inihaing Senate Resolution No. 976 ni Villar, hiniling nito sa kinauukulang Senate committee na magsagawa ng malalimang imbestigasyon sa nabubunyag na pagsira sa mga protected areas.

“It is hereby resolved by the Senate of the Philippines, to direct the appropriate committee to conduct an inquiry, in aid of legislation, on the management practices, the presence of tenurial agreements, and the protection mechanism or lack thereof, accorded to the country ‘s protected areas, in light of disturbing reports of exploitation or defacement of certain protected areas,” ayon sa resolusyon.

Kabilang sa tinukoy ni Villar ang Upper Marikina River Basin Protected Landscape (UMRBPL) sa Rizal; ang Siargao Island Protected Landscape and Seascape sa Surigao del Norte; ang Chocolate Hills Natural Monument (CHNM) sa lalawigan ng Bohol.

Gayundin ang Mount Apo Natural Park sa probinsya ng North Cotabato at Davao del Sur at Davao City, at iba pa.

Sinabi ni Villar na nakasaad na sa 1987 Constitution sa ilalim ng Article II, Section 16, “That state shall protect and advance the right of the people to a balance and healthful ecology in accord with the rhythm and harmony of nature.”

Aniya, sa ilalim din ng Republic Act No. 7586, as amended ng RA No. 11038 o mas kilalang Expanded National Integrated Protected Areas System Act of 2018, isinasaad na, ” to secure for the Filipino people of present and future generations, the perpetual existence of all native plants and animals through the establishment of a comprehensive system of integrated protected areas within the classification of national park as provided for in the Constitution”.

Sinabi pa ni Villar, noong 2020, may mga pag-uulat na may mga naitalang paglabag sa environmental laws sa 26,125.64 ektaryang protected area na UMRBPL kabilang ang illegal logging, quarrying at pagtatayo ng mga illegal na istruktura na nagdudulot ng banta sa watershed at pagbaha tulad na lamang noong 2020 nang tumama ang bagyong Ulysses.

At noong nakarang taon, o 2023, may nakababahalang ulat din na inokupa at tinayuan ng istruktura ang 283,974.77 ektaryang protected area ng Siargao Island Protected Landscape and Seascape sa Surigao del Norte ng mga miyembro ng Socorro Bayanihan Services Inc. (SBSI).

Habang ngayong taon naman, nabunyag ang itinayong resort sa 13,994.95 hectare protected area na Chocolate Hills Natural Monument at kinilala ng UNESCO Global Geopark.
