Matapos ang siyam na buwan mula nang isumite ang panukalang batas na nagtatakda ng mga lokasyon ng “forward operating bases” (FOB) ng Philippine Navy, nais ni Senador Francis “Tol” Tolentino na agarang aprubahan ito sa gitna ng patuloy na tensyon sa West Philippine Sea (WPS) at ang kamakailang paglalagay ng mga Chinese research vessels malapit sa Philippine (Benham) Rise.
Hulyo 14, 2022 nang isumite ni Tolentino ang Senate Bill No. 654 o ang “An Act Institutionalizing the Philippine Navy Forward Operating Bases in line with the Philippine Navy Strategic Basing Plan 2040”.
“SB No. 654 identified strategic sites around the country that are either under development or proposed to be developed. However, acquiring these properties or developing these areas is difficult due to a lack of resources,” ayon sa senador.
Ipinaliwanag ni Tolentino na ang FOB, na mas maliit kaysa sa pangunahing basehan ng hukbong pandagat at operating base, ay hindi kakailanganin ang parehong alokasyon sa budget tulad ng isang regular na base ng hukbong pandagat ngunit maglilingkod bilang isang outpost sa estratehikong lokasyon malapit sa WPS at Philippine (Benham) Rise.
“These FOBs are to be established as naval and military facilities that can immediately carry out the Philippine Navy’s mandate in the country’s far-flung areas and as potential sites for future upgrades and expansion,” dagdag pa ng mambabatas.
Ang mga estratehikong lokasyon na itinalaga ng Phil Navy Directorate for Real Estate Management bilang prayoridad sa kanilang Strategic Basing Plan 2040 batay sa kanilang estratehikong lokasyon upang maglingkod bilang FOB ay may 15.
Binigyan ni Tolentino ng tinatayang P1-B na halaga bilang pangunahing badyet kapag naaprubahan ang panukalang batas.
“Thereafter, such amount as may be necessary for the implementation of the Masterplan as provided in this Act shall be included in the annual GAA of the DND,” sabi nito.
