Pagpapalakas sa cybersecurity ng bansa isinulong sa Kamara

Isinusulong sa Kamara ang pagpapalakas sa cybersecurity ng bansa ng National Bureau of Investigation (NBI).

Ayon kay Surigao del Norte Rep. Francisco Jose “Bingo” Matugas, inihain nito ang House Bill 10358, na naglalayong epektibong pagpapalakas sa kapangyarihan ng NBI na siyasatin ang mga cyberattacks.

Sa ilalim ng Republic Act 10175, o Cybercrime Prevention Act of 2012, ang NBI ang pangunahing nakakasakop sa pag-iimbestiga ng mga cyberattacks.

Mula sa pagbibigay ng kapangyarihan sa NBI ng contempt powers, hanggang sa pagdaragdag ng 2025 budget ng Department of Information and Communications Technology (DICT), at pagsasama ng cybercrime bilang paksa sa mga kurso ng computer science sa kolehiyo.

“Nakita po namin na doon sa pag-uusap with the NBI na may pagkukulang doon sa enforcement,” paliwanag ni Matugas.

“Under the law, the NBI can get a court order to get the documents or to compel an institution to cooperate with them and normally it will take time… kapag hindi nag comply, they will just file obstruction of justice in the court which again will take time. So, yesterday we filed a bill similar to the bill I filed in the 17th Congress,” dagdag pa ni Matugas.

Sa naturang panukala sa contempt powers, sinabi nito na magiging magaan para sa NBI na imbestigahan ang mga cyberattacks.

“Mas mabilis po nilang mako-compel ‘yung mga institutions, especially telcos or mga IT companies, to cooperate with them,” aniya.

Iminungkahi rin ni Matugas na ang badyet ng DICT sa susunod na taon para sa kanilang mga pagsisikap sa anti-cyber crime ay madagdagan.

Aniya, ang kabuuang badyet ng DICT ngayong taon ay binawasan ng P2 bilyon.

“The budget increase would enhance the DICT’s anti-cybercrime efforts with new technologies. The NBI’s budget should also be raised, especially for their Cybercrime Division to allow them to acquire more tools to really enforce the investigation on cyberattacks,” ani Matugas.

Hinimok nito ang mga educational institutions sa bansa, lalo na ang mga nag-aalok ng mga technology subjects na paigtingin ang kanilang mga kurso, at gawing paksa ang cybercrime bilang napakahalagang paksa, hindi lamang subtopic ng computer science, kungdi isang espesyal na subject.

Ipinaliwanag naman ni Davao Oriental Rep. Cheeno Miguel Almario na may ibat ibang uri ng cyberattacks.

“Sometimes, some of the attempts are terroristic in nature, some attempts are not. “Yung (iba), gusto lang nilang magkapera or they just want to show the people na okay, there is a vulnerability in the system of this particular cyber security infrastructure,” sabi nito.

Aniya, ang mga cyberattacks ay maraming napagkukunan sa parehong domestic at pandaigdigan, subalit hindi na nito idinetalye sa House Committees Information and Communications Technology at Public Information noong nakaraang linggo, hinggil sa usapin ng cyberattacks, para sa interes ng pambansang seguridad.
