Sinimulan na ng Kamara ang deliberasyon sa panukalang bawasan ang pondo ng para sa Pantawid Pamilyang Pilipino Program (4Ps) ng Department of Social Welfare and Development (DSWD) para sa taong 2024, at ang epekto ng pagbabawas ng badyet, batay sa natuklasan ng Commission on Audit (COA).
“This hearing aims to address challenges identified in recent audit reports by the COA regarding the 4Ps program, including issues related to the effectiveness of poverty reduction efforts, beneficiary selection processes, and the location and utilization of funds, as well as the budget cuts affecting the program,” ayon kay House Committee on Public Accounts chair at Rep. Joseph Stephen “Caraps” Paduano.
“We recognize the urgency of addressing the significant budget deficit the DSWD faces particularly the unpaid grants amounting to over P9 billion for 2023 and the projected P6.5 billion budget cut for 2024,” dagdag niya.
Sinabi ni Ms. Jena Cadacio ng Samahan ng Nagkakaisang Pantawid Pampamilya (SNPP) na ang pagbabawas sa badyet ng 4Ps ay nakaapekto sa mga pamilyang tumatanggap ng educational grant sa ilalim ng programa, na nagtulak sa kanila para mangutang.
Noong ika-5 ng Marso 2024, nag-privilege speech si Rep. Jonathan Clement Abalos II, kung saan ay binanggit nito ang pagbabawas ng alokasyon sa 4Ps sa loob ng limang taon; mula P108.7 bilyon noong 2020 sa P102.6 bilyon noong 2023.
Sinabi nito na tumaas ang badyet ng 4Ps sa P106.3 billyon para sa 2024, subalit hindi lumagpas sa antas ng 2020.
Ayon pa dito, ang badyet ng 4Ps ngayong taon ay kulang ng P6.5 bilyon.
Binigyan-diin ni Paduano ang kahalagahan ng 4Ps.

When people are supported in times of need, they are more likely to contribute positively to society. This creates a ripple effect that foster a more healthier, educated and productive population, in turn this strengthens our economy and builds a more resilient nation,” ayon sa kongresista.
Iniulat ni dating mambabatas at ngayo’y DSWD Undersecretary for legislative affairs Fatima Aliyah Dimaporo na nilinis na ng ahensya ang kanilang database, na nagpapakita ng kabuuang 148,557 households na nasa Level 1 at Level 2 pa rin ng kaginhawahan, at dapat na manatili sa ilalim ng 4Ps hanggang Mayo 2024.
Mula Mayo hanggang Agosto 2024, target ng DSWD na matulungan ang kabuuang 218,102 households.
Idinagdag nito na ang 355,414 Level 3 households ay nagtapos na mula sa programa at may 220,133 pamilya naman ay magtatapos na rin mula sa programa.
“Graduation is actually good news that the 4Ps program is actually working, we’re helping people remove themselves from the situation of poverty,” ani Dimaporo.
