Sa sandaling tuluyang maipagpaliban ang Barangay at Sangguniang Kabataan elections (BSKE) sa Disyembre 2022 ay dapat na maitago ang pondong dapat paggagamitan nito sa Commission on Elections (Comelec).
Ito ang sinabi ni House Deputy Minority Leader at Bagong Henerasyon party list Rep. Bernadette Herrera sa pagsasabing mas madaling makukuha ang pondo sa Comelec sakaling matuloy na ang eleksyon sa susunod na taon.
“Prudence dictates that in the event of postponement, the appropriation for this year’s BSKE should remain with Comelec and continue to be available for the same purpose afterwards,” ani Herrera.
Ang pahayag ng mambabatas ay kasunod ng pahayag ng Comelec na walang public funds ang masasayang kung ang nakatakdang bgy. at SK elections ay muli na namang hindi matuloy.
Kamakailan ay inaprubahan ng House Committee on Suffrage and Electoral Reforms ang panukalang ipagpaliban ang BSKE mula Disyembre 5, 2022 at gawin sa Disyembre 4, 2023, sa paniniwalang makakatipid ang pamahalaan ng malaking pondo na maaaring magamit sa COVID-19 response ng pamahalaan.
Nabatid na ang 2022 BSKE ay may pondong ₱8.441 bilyon kung saan ang ₱1.045 bilyon ay para sa personal services (PS) at ₱7.397 bilyon naman ay para sa maintenance and other operating expenses (MOOE).
“Thus, if the postponement is to be pursued, it should be done immediately to avoid expenses that could result in wastage like the printing of ballots. However, it should be noted that in case of postponement, there is a possibility that the original ₱8.441 billion budget will no longer be sufficient for the eventual conduct of the BSKE because of inflation and the increased number of registered voters,” sabi ni Herrera.
