Seryoso ang mga kongresista na ipasa ang panukalang SIM card registration act sa lalong madaling panahon para masolusyunan na ang mga nagkalat na text scam sa cell phone.
Ngayon araw, ipinasa na sa ikalawang pagbasa ng Kamara ang panukalang pagpaparehistro ng lahat ng postpaid at prepaid mobile phone subscriber identity module (SIM) cards upang malabanan ang mga illegal na aktibidad gamit ang cell phones.
Ang SIM card registration bill ay iniakda ni House Speaker Martin G. Romualdez at ng iba pang kongresista.
Paliwanag ng mga mambabatas, nais ng mga itong maipasa ang panukalang batas na maghihigpit sa SIM card registration dahil sa nagkalat na mga spam text messages na mas ikinabahala ng marami dahil kasama na ang pangalan sa text scam.
Nabatid na inaprubahan ni Navotas Rep. Tobias Tiangco, chairman ng House committee on information and communications technology, ang panukala ni Romualdez sa ilalim ng House Bill (HB) No. 14 nang walang amendments kasama ang 15 iba pang kahalintulad na panukala.
Kasama ni Romualdez bilang co-authors ng HB 14 sina Ilocos Norte Rep. Ferdinand Alexander A. Marcos at Tingog party list Reps. Yedda Marie K. Romualdez at Jude Acidre.
Nagkakaisa sina Tiangco, Marcos at Acidre na solusyunan na ang pagkalat ng mobile phone scams, data breaches, at tumulong sa mga ahensya ng pamahalaan na resolbahin ang iba pang krimen gamit ang mobile phone units.
“It is an accepted fact that anonimity involved in prepaid SIM cards constitutes a major threat to our law enforcement. Banking and financial frauds, kidnapping, sexual exploitation of children, cyber theft, and other similar crimes have been reported, but remain unsolved due to untraceable nature of disposable SIM cards,” sabi ni Tiangco.
“We must highlight however, that this act is not going to be a silver bullet against the ongoing scams that have proliferated in the last few months, however, this representation is confident that this will serve as a deterrent against unscrupulous people victimizing our fellow countrymen,” sabi naman ni Marcos.
Anila, base sa datos ng Globe Telecom Inc., aabot na sa 71 milyon spam messages ang na-blocked nito at 5,670 mobile phone numbers ang na-deactivated na noong 2021 dahil sa reklamo n mga subscribers na nakakatanggap ang mga ito ng text scam.
Habang ang PLDT Inc. noong Hunyo 11 hanggang 14 ng kasalukuyang taon, aabot sa mahigit sa 23 milyong text messages ang na-blocked nito na nagkukunwang mga lehitimong kumpanya subalit naglalaman ito ng phishing websites.
“While private telecommunications providers are able to block mobile numbers that repeatedly send spam messages, the accessibility of getting SIM cards only prompt s scammers to purchase new SIM cards and continue their operations. Furthermore, due to lack of SIM card regulation in the country it becomes nearly impossible to trace the persons behind the text scams and hold them accountable for fraud, breach of data privacy or other punishable offenses that they committed using an unknown mobile number,” ayon pa sa panukala.
