P2 bilyong research fund ng Virology Institute iginiit ng mga kongresista

Isinusulong ng mga kongresista ang paglalaan ng inisyal na P2 bilyon bilang research fund sa panukalang Philippine Virology Science and Technology Institute (VIP) na inendorso ni Pangulong Ferdinand “Bongbong” Marcos Jr.

Nagkakaisa sina Speaker Ferdinand Martin Romualdez, Camarines Sur Reps. LRay Villafuerte at Tsuyoshi Anthony Horibata, Ilocos Norte Rep. Ferdinand Alexander Marcos, Tingog party list Reps. Yedda Romualdez at Jude Acidre, at Bicol Saro Rep. Nicolas Enciso VIII na isulong ang House Bill 308 at House Bill no. 10 na ang P2 bilyon ay para sa research and development (R&D) activities bilang premier laboratory sa virology research and science-based investigations ng mga viral diseases tulad ng COVID-19.

Ayon kay Villafuerte, pangulo ng National Unity Party (NUP), ang Virology Research Fund ay magagamit lamang sa implementasyon ng Virology Institute Strategic Plan, na magpapatupad  ng VIP, na naaayon sa government budgeting, accounting at auditing rules and regulations.

Nakapaloob sa nasabing panukala na ang inisyal na P2 bilyong pondo sa ilalim ng taunang  General Appropriation Act (GAA); ang lahat ng kikitain nito, technology transfer at licensing agreements; mula sa utang, kontribusyon, grants, bequests, gifts at donasyon mula sa local o foreign sources.

Nakasaad din sa HB 308 na ang pagtanggap ng grants, bequests, kontribusyon at donasyon mula sa foreign governments ay sasailalim sa pagsang-ayon ng Pangulo sa rekomendasyon ng kalihim ng Departments of Science and Technology (DOST) at ng Department of Foreign Affairs (DFA).

Maliban dito, pinapayagan din ang kalihim ng DOST sa pagsang-ayon ng  National Economic and Development Authority  (NEDA) at ng DOF na pumasok sa loan agreements sa mga foreign lenders o development partners para sa financial support ng VIP.

Kumpiyansa si Villafuerte na magiging maayos at madaling maipapasa ang panukala sa Mababang Kapulungan ng Kongreso lalo na at mismong si Romualdez ang nagsabing sa walong 19 na legislative priority measures ni PBBM ay kasama ang VIP bill.

“The Philippines, as a tropical country, is a possible hotspot for viruses. Hence, it is important to address this issue with our own R&D. This bill proposes a Research Institute specifically delving into the field of virology, as a better understanding of viruses would equip us in our response to, and containment of, future viral outbreaks like the current coronavirus pandemic,”  sabi ni Villafuerte.
