Pagtatayo ng National Emergency Stockpile ipinanawagan

Nanawagan ang isang kongresista na kailangan nang magkaroon ng  National Emergency Stockpile ang bansa na magagamit sa panahon ng kalamidad.

Ito ang apela ni Pinuno party list Rep. Howard Guintu sa mga kapwa nito mambabatas na ipasa na ang inihain nitong House Bill No. 3783, o ang National Emergency Stockpile Act para magamit ng taumbayan bago pa tumama ang bagyo.

  Sa ilalim ng HB No. 3783, inaatasan ang National Disaster Risk Reduction and Management Council (NDRRMC) na magtayo ng National Emergency Stockpile na magsisilbing central repository at supply reserve ng mga medical supplies, bakuna, at antidotes; food items; basic commodities; at iiba pang kagamitan na kailangan sa panahon ng emergency and disaster response.

“The establishment of the National Emergency Stockpile shall help our national government become pro-active during a declared local or national state of calamity or emergency,” sabi ni Guintu.

Paliwanag ng kongresista, sa panahon ng emergency, ay kailangan ng pamahalaan na tulungan ang mga Filipino sa mabilis na aksyon nito.

Kasama sa mga materyales na ilalagay sa stockpile ay idedetermina ng NDRRMC, sa pakikipagtulungan ng Department of National Defense (DND), Department of Health (DOH), Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), at iba pang ahensya ng pamahalaan.

“The items and materials to be stored in the stockpile are those that are non-perishable or have a shelf life of at least two years. To avoid unnecessary wastage and decay, a computerized system for the real-time monitoring of the expiration date and shelf life of items in the stockpile shall be set up,” ayon pa sa kongresista.

Aniya, ang NDRRMC ang siyang magdedetemina kung saan ilalagay ang stockpile na madaling maipapakalat sa mga rehiyon sakaling may  disaster o emergency.

“The quantity and volume of the stockpile shall be strictly and regularly monitored and maintained. So, any order of utilization and deployment shall be accompanied with a time-specific plan for the replenishment and replacement of withdrawn supplies,” aniya pa.

 “Items and materials nearing the end of their shelf life or expiration dates shall be the first ones to be donated and transferred to appropriate government agencies and institutions for immediate distribution to identified beneficiaries,” dagdag nito.
