Binansagan ni 1-Rider party list Rep. Rodge Gutierrez ang pagkamatay ng mga motorista dahil sa mga “black spot” bilang “walang kabuluhan” at maaaring tugunan ng Department of Public Works and Highways (DPWH).
“One death is too many,” sabi ni Gutierrez.
Nabatid na ang black spot na lugar ay tinukoy ng mga eksperto sa pamamahala ng trapiko bilang isang lokasyon na nakakaakit ng mas maraming aksidente kumpara sa iba pang katulad na mga lokasyon sa sistema ng kalsada, o mga lokasyon na maraming kaso ng aksidente.
Samantala base sa internasyonal na kahulugan ng “Black spot” ay maaaring mga intersection, mahabang haba ng kalsada, o napakaikling seksyon ng kalsada na maaaring may mga tampok tulad ng mga tulay.
“Why are we not funding these black spots? Mr. Speaker, before we get the answer, we would just like to manifest that in this report, these suggested interventions are as simple as traffic signs, lane markings, some of them go for as low as ₱200,000 projects. Yet our budget couldn’t find it in the ₱700 Billion plus budget to fund these black spots, which, remember, the definition says that it includes two to three major accidents,” pagtatanong ng kongresista sa DPWH officials sa budget hearing.
Sinabi pa ni Gutierrez na nasa 713 ang bilang ng mga “blackspots” sa bansa na dapat iprayoridad ng DPWH at nangangailangan ng P1 bilyon para maisaayos ito.
Idinagdag nito na hindi problema ang pondo at at ang pagbibigay sa solusyon dito ang tiyak na makakatulong sa pagliligtas ng buhay ng mga tao at ari-arian.
“These are the low lying fruits that can be immediately picked and would promote road safety. Even the earnings from the Motor Vehicles Users Charge (MVUC) reached ₱82 Billion in 2021 and with this [MVUC earnings], it can help address the gaps in the ‘black spots’,” sabi ng mambabatas.
Dagdag pa niya, dapat isapuso ng DPWH na sa likod ng bawat sasakyan ay may tao na nagpapatakbo o minamaneho nito.
“As we transition from “Build, Build, Build” to “Build, Better, More”, I hope that the department does not forget the “Better” part, that we do not sacrifice the “Better” for the “More”,” ani Gutierrez.
