Ipinanukala ng isang kongresista na bigyan din ng 20 porsiyentong diskuwento ang mga senior citizens na mahuhuli na lumalabag sa batas-trapiko.
Sa inihaing House Bill 5402 ni Sta. Rosa City Rep. Dan S. Fernandez, layon nito na amiyendahan ang Republic Act No. 7432 o ang Senior Citizens Act
Ayon kay Fernandez, chairman ng House Committee on Public Order and Safety, inihain nito ang panukala kasunod ng pagdiriwang ng Elderly Filipino Week mula Oktubre 1 hanggang Oktubre 7, 2022.
“In furtherance of the laudable Filipino consciousness that our elderlies still have much to contribute to nation-building, this bill further accords our senior citizen-drivers the privilege of enjoying a discount of 20 percent on traffic fines that may be imposed upon them,” paliwanag ni Fernandez.
Ipinaliwanag pa ng kongresista na sa kabila ng edad ay marami pa sa mga senior citizens ang nagmamaneho ng sasakyan dahil sa iba’t ibang dahilan.
“Elderly Filipinos driving jeepneys and cabs are still common sights on the road. Many seniors also drive their apos to school, in reporting for work or simply as designated driver of the family,” sabi pa ng mambabatas.
“However, an elderly citizen’s driving reflexes, instincts and skills are no longer the same as what they used to be during his or her youth. Bumagal at hindi na sila as sharp as before kaya minsan ay nagkakamali na sila sa pagmamaneho,” paliwanag pa nito.
Panawagan pa ni Fernandez sa pamahalaan na dapat na ikonsidera na bawasan ang anumang multa sa traffic violations ng mga nakatatanda o 60-anyos pataas.
“Given the usual small amount of such charges (fines), it may be argued that whatever revenue loss to the government that might arise from the proposed discount, this would be far outweighed by the benefit of promoting the welfare and morale of our senior citizens,” ayon pa sa kongresista.
Nakapaloob sa HB 5402 ang lahat ng multa sa traffic violations na ipinapataw ng national government agencies at local government units ay ipatupad ang diskuwento.
Nakasaad pa sa panukala na inaatasan ang Land Transportation Office (LTO) at ang Metropolitan Manila Development Authority (MMDA) na bumuo ng implementing rules and regulations (IRR) sa sandalong maging batas ang panukala.
