Umapela si House Ways and Means chair at Albay Rep. Joey Sarte Salceda na isaalang-alang ng Department of Information and Communication Technology (DICT) ang desisyon nito na palawigin ang deadline ng pagpaparehistro ng SIM sa Abril mula sa orihinal na deadline ng Hunyo.
Ayon sa kongresista, hanggang sa kasalukuyan umano at hindi pa batid kung gaano kabilis makakapagrehistro ang karamihan sa mga Pilipino.
“Absent any effort to make the registration more inclusive and accessible, moving the deadline earlier is not the right way to go,” ni Salceda.
“It’s highly unusual to make that decision. Whatever the merits, let’s just stick to what the law says,” dagdag ni Salceda na tinukoy ang 180-day registration period na itinatakda ng implementing rules and regulations ng nasabing batas
“The DICT’s decision would cut short the registration period to just 120 days, a “unilateral decision that the DICT is not within its bounds to make,” giit pa ni Salceda.
Aniya bagama’t ang nasabing batas sa pagpaparehistro ng SIM card ay net positive sa pangkalahatan, lalo na para sa cybersecurity at para sa paglaban sa mga text at call scam, ay naniniwala pa rin ito na dapat ginawa ng DICT ang desisyon na mas malapit sa aktwal na petsa.
“Remember that the registration is mostly online, and you have some 3 million Filipino mobile users who are not using smartphones. So, let’s be fair to them. Another 1.3 million young users of smartphones do not have any reliable access to mobile data. And if you deactivate their SIM, you would affect their studies,” paliwanag pa nito.
Pinaalalahanan din ni Salceda ang DICT na ang batas ay nakasaad na ang registration period ay 180 araw, na nagsimula lamang noong Disyembre 27.
Pahayag pa ng mambabatas, ang mga tuntunin at regulasyon ng pagpapatupad ng SIM card registration act ay nagsasaad na ang pagpaparehistro ay maaaring palawigin ng mga awtoridad ng 120 araw kahit matapos ang 180-araw.
Apela rin si Salceda na magbigay ng mga karagdagang paraan para sa pagpaparehistro ng mga senior citizens, persons with disabilities, at mga nakatira sa geographically isolated at displaced areas.
“I would appeal to the DILG to mandate and capacitate local government units to provide these avenues,” ani Salceda.
