Binatikos ng chairman ng House committee on Constitutional Amendments si Senate President Juan Miguel Zubiri sa suhestiyon nito na magharap ang mga senador at kongresista sa closed-door meeting kaugnay ng pag-amiyenda sa economic provision ng Konstitusyon.
“I am against any executive session or secret meeting on this matter. Let us be transparent: we are discussing the fundamental law of the land, not just a proposed piece of legislation. Let us not hide our discussions from the public,” sabi ni Cagayan de Oro City 2nd District Rep. Rufus Rodriguez, ang chairman ng House committee on constitutional amendment.
Sinabi nito na dapat iwasan ng mga mambabatas na pag-usapan ang anumang bagay ng lihim, maliban sa ilang mga isyu tulad ng mga nakakaapekto sa pambansang seguridad, patakarang panlabas at integridad ng teritoryo ng bansa.
Una nang sinabi ni Zubiri na inirekomenda nito kay Senador Robinhood Padilla na ipagpaliban ang paghaharap ng mga kongresista at senador para pag-usapan ang Resolution of Both Houses (RBH) No. 6, at inirekomenda na magkaroon muna ng closed-door caucus upang maiwasan umano ang hindi pagkakaunawaan ng mga ito.
Sinabi ni Rodriguez na muling ipinakikita ng pangulo ng Senado ang kanyang “fear of the unknown” sa pamamagitan ng pag-anticipate na ang ilang mga mambabatas ay magpapakita ng hindi maganda sa isang pampublikong pagdinig.
“He should trust his Congress colleagues to follow decorum. He should not mistake passion for showboating,” aniya pa.
Nanindigan naman si Zubiri na naaayon sa tradisyon at inter-parliamentary courtesy, kung saan hindi umano dapat na imbitahan ang mga kongresista bilang resource persons kung hindi bilang bisita.
“I agree that the Senate and the House should observe parliamentary courtesy. However, what is not courteous, even in parliamentary terms, is disinviting a colleague from a co-equal body. Instead of dispensing with our presence, they should have proceeded to hear us,” sabi pa ni Rodriguez.
Binatikos din ni Rodriguez si Zubiri sa pagsasabi na ang House constitutional reform initiative ay patay na dahil itinutulak ni Padilla ang pagpupulong ng Kongreso bilang constituent assembly upang ipanukala ang mga pag-amiyenda, habang ang Kamara ay itinataguyod ang RBH No. 6 ang pagtawag ng isang constitutional convention (con-con).
“The Senate president, a former majority leader and a veteran of several Congresses, knows the process. If the two chambers have divergent versions of a proposal, they convene a bicameral conference. That is what we do with the annual budget and other laws. There are no conflicts that we cannot resolved,” sabi nito.
