Pinuri ni Speaker Ferdinand Martin G. Romualdez ang hakbang ng Department of Agriculture (DA) na magpataw ng suggested retail price (SRP) para sa presyo ng sibuyas upang maprotektahan ang mga mamimili mula sa mga profiteers at manipulator.
Kasabay nito, dapat din aniyang kumilos ang DA at ng mga kinauukulang ahensya ng pamahalaan sa paglaban sa onion cartel.
Nauna nang sinabi ng isang opisyal ng DA na posibleng magsisimula sa Martes, o sa loob ng linggong ito, ang pagpapatupad ng SRP na P150 kada kilo para sa pulang sibuyas at P140 kada kilo para sa puting sibuyas na may babala na ang pagtanggi sa pagsunod ay maaaring mangahulugan ng pag-uusig.
“The imposition of a Suggested Retail Price for onions, particularly now that market prices are on the uptrend anew, will shield our consumers from unconscionably high prices,” giit ni Romualdez.
“But extreme care should be taken to ensure that in the imposition of the SRP, the interest of stakeholders such as the consumers, the traders, the market vendors, and especially our onion farmers are suitably protected,” dagdag pa nito.
Gayunpaman, naniniwala si Romualdez na ang pagpataw lamang ng SRP ay hindi makakasagot sa paulit-ulit na problema ng wild fluctuation ng presyo ng sibuyas.
“As the hearings of the House Committee on Agriculture and Food have indicated, dismantling the onion cartel is a key element in ensuring the stable price of this commodity. Unless we destroy this cartel, this problem will haunt us again and again in the future,” sabi nito.
Magugunitang hinimok ni Romualdez ang National Bureau of Investigation, Philippine Competition Commission, at DA na magtulungan at ituloy ang pag-iimbestiga na nakuha sa mga pagdinig ng Kongreso upang makabuo ng airtight case laban sa onion cartel.
“Putting members of this cartel behind bars will send the unmistakable message that the government will not tolerate any unfair trade practices that prey on the hapless consumer and farmers,” ayon pa dito.
Kasabay nito, nanawagan si Romualdez ng naaangkop na tulong at insentibo ng gobyerno para sa mga magsasakablalo na sa mga nagtatanim ng sibuyasbupang hikayatin ang karagdagang produksyon at matiyak ang sapat na supply nito sa merkado.
“The DA should provide necessary aid to our farmers, such as fertilizers, and build more cold storage facilities to encourage increased production. If we can produce enough, cartels will find it difficult to control the supply and manipulate prices,” pahayag pa nito.
“The House of Representatives will be open to proposals from the DA geared towards achieving our food security goals,” sabi pa ni Romualdez.
