Kasunod ng naging pahayag ng Land Transportation Office (LTO) na maaari itong bumalik sa dati nitong Information Technology (IT) provider, nanawagan ang isang mambabatas na imbestigahan ang legalidad at pagiging maayos nito.
Ayon kay Bagong Henerasyon party list Rep. Bernadette Herrera nakatakda itong magbigay ng privilege speech para alamin ang posibleng masamang resulta ng umano’y pagmamadali ng LTO na magpalit ng IT provider.
Binigyan-diin din ni Herrera na ang galaw na ito ng LTO ay maaaring pabalik sa at sa huli ay magreresulta sa pagtaas ng mga gastos at mas mahaba, mas mahirap na mga transaksyon para sa pampublikong sasakyan.
“During my consultations with key stakeholders, they were very appreciative of the fact that the current IT provider of the LTO no longer charges interconnectivity fees for motor vehicle registration, driver’s license transactions, and law enforcement and traffic adjudication service transactions, unlike before,” paliwanag ni Herrera.
“The LTO is claiming that the current system has glitches, but there are reports from the field which indicate that these glitches are actually due to human interventions and manual overrides done by agency personnel,” dagdag nito.
Mula noong 2018, ang IT systems provider ng LTO ay Dermalog Identification Systems, isang kumpanyang German na may 27-taong track record sa biometrics at data security, na may mga operasyon sa Singapore, Malaysia, Thailand, Vietnam, Indonesia, at India.
Pinalitan ng Dermalog ang Stradcom Corporation, na humawak ng bilyun-bilyong kontrata mula 1998 hanggang 2016.
Sa isang panayam kamakailan sa media, binatikos ni LTO Chief Teofilo Guadiz ang mga serbisyo ng Dermalog, at sinabi na para sa kanya, ang lumang IT system ay nagbibigay ng mas mahusay na solusyon at ang Stradcom ay maaaring mag-bid para sa kanilang lumang kontrata.
“An agency head that threatens to terminate a contract, and then publicly commends a possible bidder, may be considered a case of impropriety – but let’s give Asec. Guadiz the benefit of the doubt. Before anything else, however, we must examine if the commitments to Dermalog are being honored, and if that is the reason why their operations have encountered problems,” ayon pa kay Herrera.
Batay sa mga itinatakda ng LTO-Stradcom phase-out agreement noong nakaraang 2016, ang LTO ay may buo at kumpletong mga karapatan sa pagmamay-ari ng database ng mga motorista, kaya kinakailangan ng Stradcom na ibigay ang impormasyong ito sa bagong IT contractor ng ahensya.
Ayon sa mga source ng LTO hindi pa nasusunod ng Stradcom ang probisyong ito, sa kabila na binayaran ito ng ahensya ng kabuuang P7.53 bilyon sa huling apat na taon ng kanilang kontrata.
Ang kawalan ng database na ito ay isa umano sa mga pangunahing dahilan kung bakit nakaranas ng mga problema sa mga operasyon ang Dermalog.
“Why suddenly go back to square one with another provider, especially since we are in the middle of improvements, and there are still considerable funds that the that the LTO has yet to spend to upgrade their current systems? There will surely be public skepticism about this, so we must ensure that such a drastic move can be fully justified,” giit pa ni Herrera.
