3 komite ng Kamara iimbestigahan ang NCAP

Desidido ang isang kongresista na harangin at imbestigahan ang implementasyon ng No-Contact Apprehension Policy (NCAP) na ipinatutupad ng limang local government units (LGUs) sa Metro Manila.

 Ayon kay Quezon City Rep. Marvin Rillo, inihain nito ang House Resolution No. 237 na nananawagan sa tatlong komite ng Mababang Kapulungan ng Kongreso na magsagawa ng imbestigasyon laban sa NCAP.

Paliwanag ng kongresista mahalaga na maprotektahan  ang karaparan ng mga motorista laban sa potensyal na pang-aabuso ng pagpapatupad ng NCAP, kabilang ang hindi makatwirang multa.

“Our sense is, in their haste to deploy the NCAP to build revenue from traffic fines, cities are haphazardly rolling out the technology at the expense of motorists,” sabi ni Rillo, vice-chairperson ng House committee on Metro Manila development.

“We are also worried that motorists may be wrongfully burdened – not by the cost of violating traffic laws, rules and regulations – but by the cost of the technologies used in the NCAP,” dagdag nito.

Umaasa aniya ito na ang imbestigasyon ng Kamara ay maituloy sa Korte Suprema para magpalabas ng injunction laban sa NCAP.

“The House inquiry will identify and resolve all the issues surrounding the NCAP,” ani Rillo.
