Guide Bill kasado na sa House plenary

Kasado na sa plenaryo ng Mababang Kapulungan ng Kongreso ang consolidated bill na naglalayong palawigin pa ang pagpapautang sa mga maliliit na negosyante para makabangon sa epekto ng coronavirus disease-19 (COVID-19) pandemic.

 Ayon kay Manila Rep. Irwin C. Tieng, chairman ng House committee on banks and financial intermediaries, nagkasundo ang mga kongresista na pag-isahin na lamang ang mga panukalang batas na nagpapalakas sa Land Bank of the Philippines (LBP) at ng Development Bank of the Philippines (DBP) sa pagkakaloob ng tulong sa mga micro, small, and medium enterprises (MSMEs), at iba pang maliliit na negosyante.

Kabilang sa panukala ang House Bill no. 1 o ang  “An Act providing for government financial institutions unified initiatives to distressed enterprises for economic recovery (GUIDE) na inihain nina House Speaker Martin G. Romualdez, Ilocos Norte Rep. Ferdinand Alexander Marcos, Tingog party list Reps.  Representatives Yedda Marie K. Romualdez at Jude Acidre.

“There is a motion duly seconded, the bills on GUIDE by virtue of Section 48 of the rules of the House of Representatives are hereby approved. The secretariat is directed to prepare the committee report,” sabi ni Tieng  na ibibigay sa House committees on appropriations at House Committee on Ways and Means para sa pagpopondo at kinakailangang tax provision.

“As a matter of procedure, we have to submit our approved committee report to the appropriations for funding and of course for ways and means for tax provision,” ayon pa kay Tieng.

Sa ilalim ng Rule 10, Section 48, pinahihintulutan ang nasabing komite na iprayoridad ang panukalang nakahian at aprubahan sa ikatlo at huling pagbasa ng Kongreso.

 “In case of bills or resolutions that are identified as priority measures of the House, which were previously filed in the immediately preceding Congress and have already been approved on third reading, the same may be disposed of as matters already reported upon the approval of the members of the committee present, there being a quorum,” nakasaad pa sa Rule 10.

“The pandemic has placed a severe strain on our economy. The previous Congress successfully passed several versions of the Bayanihan to Heal as One Act to cushion the economic impact of the COVID-19. Nevertheless, our micro, small and medium enterprises remain struggling to survive the deleterious effects of the pandemic. In view of the foregoing, it is our humble but firm belief that we need to create a more enabling environment for financial access for our MSMEs,” pahayag pa ni Acidre.

Nakapaloob pa sa HB No. 1, na paglaanan ng P7.5 bilyon ang Land Bank of the Philippines (LBP) at P2.5 bilyon ang Development Bank of the Philippines (DBP) o ng kabuuang P10 bilyon para ipatupad ang nasabing panukala.

“To this end, the government financial institutions are mandated to expand their credit programs in order to assist MSMEs to meet their liquidity needs. In particular, the LBP and DBP are mandated to expand their credit and rediscounting facilities to affected MSMEs in the agriculture, infrastructure, manufacturing, and service industries,” ayon pa sa panukala.

Sa ilalim pa ng GUIDE bill, dadagdagan ang capital stock ng DBP mula P35 bilyon ay gagawing P100 bilyon na hahatiin sa one billion shares na P100 bawat isa.
