Target ng Senado at ng Mababang Kapulungan ng Kongreso na maipasa sa ikatlo at huling pagbasa ang dalawang mahalagang panukalang batas na pagpapaliban ng barangay at Sangguniang Kabataan elections (BSKE) at ang pagpaparehistro ng lahat ng postpaid at prepaid mobile phone subscriber identity module (SIM) cards sa susunod na buwan.
“We initially met last night (Thursday) to discuss our common legislative agenda. The House and Senate leaderships are eyeing the postponement of barangay and SK elections and passage of SIM card registration bill before our adjournment this September. This is to ensure that the entire Congress is moving forward in the same direction,” sabi ni House Majority Leader Manuel Jose “Mannix” Dalipe matapos ang pakikipagpulong nito kay House Speaker Martin G. Romualdez, at Senate President Juan Miguel “Migz” Zubiri, at Senate Majority Leader Joel Villanueva sa Makati City.
Aniya, sa Oktubre 1, ay ipapasa na rin ng Kamara ang 2023 P5.268-trillion General Appropriations Bill (GAB).
Nabatid na nais na ipagpaliban ng Kongreso ang BSKE mula Disyembre 5, 2022 ay gagawing Disyembre 4, 2023 na lamang.
Samantala, noong nakalipas na Lunes, inaprubahan ng House Committee on Information and Communications Technology ang SIM card registration bill upang mapigilan ang operasyon ng mga text scams at iba pang aktibidad ng mga kriminal.
Sinabi pa ni Dalipe na nagkakaisa ang dalawang lider ng Kongreso na suportahan ang legislative agenda ni Pangulong Ferdinand “Bongbong” Marcos Jr. na binanggit nito sa kanyang kauna-unahang State of the Nation Address (SONA).
“Our main priority is economic recovery, with agriculture as the key driver for growth and employment. We will push for the passage of more reform-oriented measures to improve good governance and uplift the lives of Filipinos. We are here to serve the people,” sabi pa ni Dalipe.
Kabilang din sa nabanggit umano ni Pangulong Marcos sa kanyang SONA ang Valuation Reform Bill, Passive Income and Financial Intermediary Taxation Act (PIFITA), E-Governance Act, Internet Transaction Act, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE) bill, Medical Reserve Corps bill, National Disease Prevention Management Authority bill, Virology Institute of the Philippines bill, Unified System of Separation, Retirement and Pension bill; Department of Water Resources bill, E-Governance Act, National Land Use Act, Mandatory Reserve Officers’ Training Corps (ROTC) and National Service Training Program, Budget Modernization bill, National Government Rightsizing Program, National Defense Act, Enactment of an Enabling Law for the Natural Gas Industry, Amendments to the Electric Power Industry Reform Act, Amendments to the Build-Operate-Transfer Law, at condonation para sa mga agrarian reform beneficiaries.
Dinagdag ng kongresista na nagkasundo sina Romualdez at Zubiri na iprayoridad ang pagpasa sa Medical Reserve Corps bill, Virology Institute of the Philippines measure, pagtatayo ng United States-type Center for Disease Control (CDC) medical facility, condonation sa agrarian reform beneficiaries, Amendments to the Build-Operate-Transfer Law, mandatory ROTC, Magna Carta for Filipino Seafarers, apprenticeship bill, at benepisyo ng mga barangay health workers.
Sinabi pa ni Dalipe, na muling mag-uusap ang Kamara at Senado para pormal na maglabas ng listahan kung ano ang uunahing talakayin habang hinihintay ang pag-convene ng Legislative-Executive Development Advisory Council (LEDAC).
