Nakatitiyak na ang Armed Forces of the Philippines Modernization Program (AFPMP) na makakatanggap ng karagdagang P40 bilyon para magamit sa capability-building procurement projects ng militar.
“The new money for the AFPMP in the 2023 national budget is meant to sustain the periodic payments for multi-year modernization contracts, and to make the initial payments for new acquisitions,” sabi ni Surigao del Sur Rep. Johnny Pimentel.
“There’s P40 billion in programmed appropriations for the AFPMP in next year’s budget, plus P5 billion in unprogrammed appropriations,” sabi pa nito.
Ayon pa sa kongresista, ang programmed appropriations ay mayroon nang pondo habang ang unprogrammed appropriations ay nagbibigay ng standby authority para sa Department of National Defense (DND) na magkaroon ng karagdagang obligasyon sa modernization projects.
Sinabi pa ni Pimentel na ang unprogrammed appropriations ay mailalabas lamang kung ang dagdag na pondo ay kapag lumagpas ang target collections ng pamahalaan o mas bagong foreign loans o grants na inaprubahan.
Ngayong taon ay mayroon na ang AFPMP ng P29 bilyon at P10 bilyon sa programmed at unprogrammed appropriations.
Pabor si Pimentel na bigyan ng mas maraming modernization projects ang Philippine Navy at ang Philippine Marines Corps sa mga susunod na taon.
“We need a naval force capable of deterring potential foreign aggressors at sea. Being an archipelagic nation, we are most vulnerable to external threats coming from the sea. We are seeing this vulnerability now in the West Philippine Sea, where we have difficulty defending and enforcing our sovereign rights,” sabi ni Pimentel.
Noong nakalipas na Disyembre 2021 ay lumagda ang DND ng P28 bilyong kontrata sa South Korea’s Hyundai Heavy Industries Co. Ltd. para sa pagbili ng dalawang brand-new corvettes na may kakayahang magsagawa ng anti-ship, anti-submarine, at anti-aircraft missions.
Aniya, ang 116-meter corvettes ay makakatulong sa Philippine Navy na dagdag sa kasalukuyang dalawang warships na guided missile frigates BRP Jose Rizal at ang BRP Antonio Luna na pawang inilunsad noong 2019.
Enero ngayong taon, lumagda rin ang DND para sa P18.9 bilyon deal sa BrahMos Aerospace ng India para sa tatlong brand-new shore-based supersonic ramjet missile batteries.
Ang anti-ship medium-range cruise missiles ay laan para sa Philippine Marines Corps’ Coast Defense Regiment.
At noong Hunyo lumagda rin ang DND ng P30 billion contract sa Hyundai para sa pagbili ng anim na brand-new 94.4-meter offshore patrol vessels (OPVs) para sa Philippine Navy.
