Makakatanggap ng P10.1 biyon ang mga probinsya, syudad, munisipaliidad at maging ang mga barangay na ang mga likas na yaman tulad ng mineral deposits at energy supplies ay ginagamit sa komersiyo.
Ito ang sinabi ni Surigao del Sur Rep. Johnny Pimentel kung saan ang nasabing pondo ay manggagaling sa national government sa susunod na taon.
“The P10.1 billion covers the 40 percent share of local government units (LGUs) in the national treasury’s gross earnings from mining taxes, royalties from mineral reservations, forestry charges, and revenues from renewable power assets,” sabi ni Pimentel.
“The sharing is in accordance with the Local Government Code of 1991 and the Renewable Energy Law of 2008. The P10.1 billion is 80 percent higher than the P5.6 billion share of LGUs this year, and is provided for in the 2023 National Expenditure Program,” dagdag pa nito.
Sinabi pa ni Pimentel na ang pagtaas ng kita ng national treasury mula sa paggamit ng natural resources hanggang sa pagtaas ng presyo ng metal prices sa buong mundo at pagdoble ng excise tax rate sa minerals, mineral products, at quarry resources, mula da dalawang porsiyento ay magiging apat na porsiyento sa ilalim ng Tax Reform for Acceleration and Inclusion Law.
Sa hangarin ng pamahalaan na lumiki ang kita, paglikha ng trabaho at at pabilisin ang pagbangon ng bansa mula sa COVID-19 pandemic, inilabas ni dating Pangulong Rodrigo Duterte noong Abril 2021 ang isang executive order na nag-aalis sa siyam na taon na pag-freeze sa pamamahagi ng mga bagong mining permits.
Noong Disyembre 2021, naglabas din ang Department of Environment and Natural Resources (DENR) ng isang administrative order na nag-aalis sa apat na taong ban sa open pit-mining ng copper, gold, silver at complex ores.
Sa ilalim ng batas, ang bahagi ng LGUs mula sa resource commercialization tulad ng 20 porsiyento sa host province; 45 porsiyento sa host component city o sa host municipality; at 35 porsiyento sa barangay.
Sa kaso naman ng mga highly urbanized o independent component city, 65 porsiyento ang mapupunta sa syudad at 35 porsiyento naman sa barangay.
