Si Speaker Martin G. Romualdez kasama ang ilang mambabatas at miyembro ng gabinete habang masusing nakikinig kay Pangulong Ferdinand “Bongbong” Marcos Jr. na tinatalakay ang prayoridad na panukala sa gitna ng Legislative-Executive Development Advisory Council (LEDAC) meeting sa Malacañang.
Sinisiguro ng liderato ng Mababang Kapulungan ng Kongreso kay Pangulong Ferdinand “Bongbong” Marcos Jr. na maipapasa ang 30 mahahalagang hakbang para sa paglikha ng trabaho, pagbawi ng kalusugan at ekonomiya upang protektahan ang pinakamahirap na tao.
Partikular na tinukoy ni Romualdez sa 30 mula sa 32 kabuuang panukala na naaprubahan o nakalista sa pulong ng Legislative-Executive Development Advisory Council (LEDAC) bilang Common Legislative Agenda (CLA).
“The House and the Senate will give these [thirty] measures utmost priority. President Marcos clearly spelled out a roadmap of governance in the next six years for economic recovery, with agriculture as the major engine for growth and employment,” sabi ni Romualdez, na dumalo sa LEDAC meeting sa Malacañang.
Pinagtibay din bilang ika-31 at ika-32 na hakbang ng CLA sa panahon ng LEDAC ang The SIM Registration Act na nilagdaan ni Pangulong Marcos bilang batas ngayong araw pagkatapos ng LEDAC meeting noong Lunes at The Postponement of Barangay & SK Elections na naghihintay ngayon ng lagda ng Chief Executive
Sinabi nito na mas maraming panukala ang maaaring isama sa 30 priority bills sa ilalim ng CLA sa mga susunod na buwan.
Sa LEDAC meeting kasama rin sa dumalo sina House Majority Leader Manuel Jose “Mannix” M. Dalipe, Reps. Stella Quimbo, House Minority Leader Marcelino “Nonoy” Libanan, Senate President Juan Miguel “Migz” Zubiri, Senate Majority Leader Joel Villanueva, at Sens. Loren Legarda at Sonny Angara, Gayundin ang ilang Cabinet secretaries.
Sinabi ni Romualdez na nanawagan din ang Kamara at patuloy na gagamitin ang Rule 10, Section 48 ng House of Representatives para sa mabilis na pag-apruba ng ilan sa 30 hakbang ng CLA upang maisakatuparan ang pananaw ni Pangulong Marcos sa isang mas mabuting bansa.
Sa ilalim ng Rule 10, Section 48, sinabi ni Romualdez na pinahihintulutan nito ang mga komite na tapusin ang mga priority measures na naihain na at naaprubahan sa ikatlong pagbasa noong nakaraang Kongreso.
“We have the internal mechanism for an expeditious approval process that is enshrined in Rule 10, Section 48 of the House rules of procedure,” ani Romualdez, na nagpapaliwanag na ang paggamit ng partikular na tuntuning ito ay lubos na magpapabilis sa pagsasaalang-alang at pag-endorso ng alinmang komite ng anumang sakop na panukalang batas, at ang pag-apruba sa plenaryo nito.
“The House is in full support of the President’s entire legislative agenda, including the key priority measures for legislation he has asked Congress to consider. We will act on these with dispatch,” ayon pa kay Romualdez.
“With the guidance and support of President Marcos Jr. and the Presidential Legislative Liaison Office, these priority measures will become Laws, which the Filipino people can benefit from,” dagdag nito.
Sa 20 priority measures na tinukoy ni Marcos sa kanyang SONA na kasama sa 32 CLA bills ang Valuation Reform Bill, Passive Icome and Financial Intermediary Taxation Act (PIFITA), E-Governance Act, E-Government Act, Internet Transaction Act, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery (GUIDE) bill, Medical Reserve Corps bill, National Disease Prevention Management Authority bill, Virology Institute of the Philippines bill, Unified System of Separation, Retirement and Pension bill, Department of Water Resources bill, National Land Use Act, Mandatory Reserve Officers’ Training Corps (ROTC) and National Service Training Program, Budget Modernization bill, National Government Rightsizing Program, National Defense Act, Enactment of an Enabling Law for the Natural Gas Industry, Amendments to the Electric Power Industry Reform Act, Amendments to the Build-Operate-Transfer Law, and the Condonation of Unpaid Amortization and Interests of Loans of Agrarian Reform Beneficiaries.
“President Marcos called for the enactment of twenty priority measures and both Houses of Congress heeded the call. The ball is now rolling and this administrations plight to improve the current situation of
our country has just begun. With the help of the Presidential Legislative Liaison Office, under the leadership of Secretary Dong Mendoza, and the various stakeholders from the Executive branch and the private sector, the members of Congress will be able to craft the best versions of these bills, as envisioned by His Excellency, President Ferdinand ‘Bongbong’ Marcos Jr.,” paliwanag ni Romualdez.
