Kasabay ng pagdiriwang ng National Mental Health Week ay isinulong ng isang kongresista ang agarang pagbibigay ng benepisyo sa mga mental health service users sa ilalim ng Republic Act No. 11036 o ang Mental Health Act.
Sa House Bill no. 2789 na inihain ni Quezon City 5th District Rep. PM Vargas, layon nitong amiyendahan ang RA 11036 sa pamamagitan ng bagong probisyon sa Rights of Service Users na may mandatong agarang ilabas ang compensation benefits at iba pang special financial assistance sa mga mental health service users maging pansamantala o permanent mental disability habang gumagawa ng tungkulin.
Nakapaloob sa panukala ang hirap na dinaranas ng mga Filipino workers at ang banta sa kalusugan ng trabaho ng mga ito na ayon sa mga eksperto ay maaaring magdulot ng mental health problems tulad ng depresyon o maging dementia.
“Filipino workers are hardworking and resilient. Every blood, sweat, and tears they pour into a day’s work must be compensated with sufficient safeguards to protect their mental health and well-being,” sabi ni Vargas.
Noong 2021, tinataya ng Department of Health (DOH) na nasa 3.6 milyong Filipino ang nahaharap sa mental health issues sa panahon ng pandemya kabilang ang depresyon, substance use disorders gaya ng alcohol use disorder, at mood disorders tulad ng bipolar disorder.
Idinagdag pa ng Disease Prevention and Control Bureau ng DOH, na nasa 1.14 milyong Filipino ang may depresyon, 847,000 ang nakikipaglaban sa alcohol-use disorders, habang 520,000 iba pa ang natukoy na may bipolar disorder.
“Four years after the Mental Health Act was enacted into law, with my brother, then-Rep. Alfred Vargas as one of its principal authors, we hope to continue to strengthen our mental health services to be responsive to the needs of the times,” ayon sa QC solon.
Sinabi pa ni Vargas, vice chair ng House Committee on Social Services na ang mental health services ng nakararaming Filipino ang nalilimitahan dahil na rin sa hirap sa pamumuhay.
Sa kasalukuyan, nagbibigay lamang ang PhilHealth P7,800 benefit coverage para sa hospitalization ng pasyenteng may mental at behavioral disorders tulad ng acute attacks o episodes.
“As we seek to increase the budget for mental health services, we must continue to strive to deliver immediate and accessible mental health services for every Filipino,” sabi ni Vargas.
