Suportado ni House Speaker Martin G. Romualdez si Pangulong Ferdinand “Bongbong” Marcos Jr. sa nais nitong ilipat ang National Disaster Risk Reduction and Management Council (NDRRMC) mula sa Department of National Defense-Office of Civil Defense (OCD) patungo sa Office of the President (OP).
Sinabi ni Romualdez na ang iminungkahing paglipat ay nagbibigay sa Pangulo ng direktang kamay sa pamamahala ng mga tugon ng gobyerno sa mga natural na kalamidad at sa pagpapagaan ng epekto ng mga isyu at problema na may kinalaman sa pagbabago ng klima.
“It simplifies the flow of responsibility and directives to the more than 30 departments, agencies and organizations sitting in the council,” sabi ni Romualdez.
Aniya, mas naging makabuluhan ang pahayag ng Pangulo dahil ito ay inanunsyo noong araw na nag-landfall ang super typhoon Yolanda (international name Haiyan) sa Eastern Visayas siyam na taon na ang nakararaan bilang isa sa pinakamalakas na tropical cyclone na naitala, na nag-iwan ng mahigit 6,000 mga taong nasawi at libu-libo pa ang nawawala, gayundin na marami ang nawalan ng tirahan at walang trabaho, at hindi mabilang na mga komunidad ang nawalan.
Binanggit ng lider ng Kamara na ang mga isyu at problemang nauugnay sa pagbabago ng klima tulad ng matinding kondisyon ng panahon ay patuloy na lumalala.
“Like many nations, we have no choice but to prepare for these eventualities. Our situation is even peculiar, because we are visited by an average of 20 tropical storms every year. We have to streamline our disaster responses and the management of risks to natural calamities,” ayon kay Romualdez.
Nabatid na ang NDRRMC ay binuo ng Kongreso sa pamamagitan ng Republic Act (RA) No. 10121 o ang Philippine Disaster Risk Reduction and Management Act of 2010.
Pinamumunuan ito ng kalihim ng DND, kung saan ang kalihim ng Department of the Interior and Local Government (DILG) bilang vice chairperson para sa disaster preparedness, ang kalihim ng Department of Social Worker and Development (DSWD) bilang vice chairperson para sa disaster response, ang secretary ng Department of Science and Technology (DOST) bilang vice chairperson for disaster prevention and mitigation, at ang director general ng National Economic and Development Authority (NEDA) bilang vice chairperson para sa disaster rehabilitation and recovery.
Gayundin kasama sa NDRRMC ang Presidential Adviser on the Peace Process, chairman ng Commission on Higher Education (CHED), chief of staff ng Armed Forces of the Philippines (AFP), ang hepe ng Philippine National Police (PNP), press secretary, ang National Anti-Poverty Commission, ng National Commission on the Role of Filipino Women, ng Housing and Urban Development Coordinating Council, ang executive director ng Climate Change Commission, ng Government Service Insurance System (GSIS), Social Security System (SSS), PhilHealth, League of Provinces of the Philippines, League of Municipalities of the Philippines, Liga ng mga Barangay, apat na kinatawan ng civil society groups, Isa sa pribadong sektor, at ang OCD administrator.
